Description
This Request for Proposal (RFP) is a Best Value Project. The Government reserves the right to reject any and all offers at any time prior to award; to award a contract to other than the offeror submitting the lowest total price; and to award the contractor to the offeror judged to be offering the Best Value to the Government. The Contractor shall provide for all labor, material, supplies, transportation, supervision and all other necessary items for complete and usable projects, performing all work in a workmanlike manner in complete compliance with all plans, drawings, and specifications issued. NOTE; Measurements will be a combination of both metric and English measurement units. This project constructs a 260 meter long and approximately 12 meter wide concrete bridge from Dennison Street in Oakland to Coast Guard Island in Alameda. The bridge has precast concrete piles, girders, deck, side-walk, traffic barriers and asphalt paved roadway surface. New lighting, landscaping and utilities will be installed. A new gate house, asphalt paved road, concrete walk, concrete curbs and gutters, gates, fencing, landscaping, and irrigation will be installed. Utilities include electric power, water, sanitary force main, and storm drainage. The contractor will coordinate his work with the local utility providers for cable TV, telecommunications and natural gas. The contractor will contract directly with Pacific Gas and Electric for installation of the gas main. The existing bridge, floating boat mooring and gate-house will be demolished. No in water construction can occur between December 1 and March 1 of any year. -- NAICS Code 234120. -- PRIME Contractors will be required to perform 50 percent of the work with its own workforce. -- The Estimated Cost Range is $5,00000,000 to $10,000,000. -- Period of Performance is 540 calendar days from date of contract award. -- Plans and specifications will be available ON APPROXIMATELY 3 JANUARY 2001 AND WILL BE POSTED ON EPS AT : www.eps.gov. -- All responsible sources may submit a bid, which shall be considered by the agency. This project is not set-aside. -- THE FOLLOWING IS FOR INFORMATIONAL PURPOSES TO QUALIFIED BIDDERS: ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at the prime rate.
