Above quantity to partially replace items in Government inventory that were rendered obsolete by Government-generated Engineering Change Proposal (ECP). Items support Joint Standoff Weapon (JSOW) load, assemble and pack (LAP) of BLU-97B/B Combined Effects Bomblet (CEB). Authority for other than full and open competition (FAOC) is 10 USC 2304(c)(1)/FAR 6.302-1, i.e. Only One Source. Proposed source is Primex Technologies, Incorporated/Downey, CA.
