- Description
- This is a Market Survey for information only, not a solicitation or request for proposals. The Product Manager, Mortar Systems is soliciting information and sources for production of Charcoal-Free Black Powder Substitute (BPS) Pellets for use in 60mm, 81mm, and 120mm mortar Ignition Cartridges. The pellets must be able to (1) reliably produce comparable ballistic performance (burn time, rise time, impetus and peak pressure.) and safety characteristics to class 7 black powder that meets Mil-P-223B, (2) possess lower moisture uptake/sensitivity characteristics than black powder, (3) withstand hot (160 degree F) and cold (-60 degree F) storage temperatures without degradation, (4) possess a performance temperature of -50 degree F to 145 degrees F, and (5) be reliably ignited by Federal 150 Primer (Source Control Drawing 9395613. All energetic materials must be capable of being fabricated into pellets with the dimensions and explosive weights specified in the US Army drawing #7549177. Pellet drawing is available upon request. Samples of materials (pellets) are permitted to be forwarded for evaluation, but shall not exceed 1 lb, at no cost or obligation to the Government. The submitted information, including the company information (name, address, point of contact, and telephone number), product specifications, safety characteristics, general process description, manufacturing/loading facilities, related experience, explosive storage limits, and management organization, are requested by January 19, 2001 to: Commander, U.S. Army TACOM-ARDEC, ATTN: Gary Chen (email: gchen@pica.army.mil), Building 1510, Picatinny Arsenal, NJ 07806-5000 and Victor Sun (email vsun@pica,army.mil), Building 61S, Picatinny Arsenal, NJ 07806-5000 Information on the new or advanced processing technology/formulation that can safely produce low moisture uptake BPS (powder or pellet) is also requested. The submitted samples along with DOD/DOT Hazard Classification shall be sent to: Commander, U.S. Army TACOM-ARDEC, Energetic Storage Building 806, Picatinny Arsenal, NJ 07806-5000 Attn: Russell Broad EMCN A55. As stated previously, this request for information (RFI) does not constitute the solicitation of proposals. No basis of claims against the Government shall arise as result of a response to the RFI or Government use of such information. Participation in this RFI will not affect a company s position during any follow-up solicitation. The Army may decide to invite prospective respondents to on-site discussions based on submissions.
