- NASA/GRC plans to issue a Request for Quotation (RFQ) for computer controlled battery cyclers as follows: 1) A four channel Battery system capable of operating between 1.00 to 45.00 volts and delivering 0.00 to 50 amperes for charge and discharge currents. 2) A two channel Battery system capable of operating between 1.00 to 45.00 volts and delivering 0.00 to 200 amperes for charge and discharge currents. 3) A 24 channel single cell system capable of operating between 0.00 to 5.00 volts and delivering 0.00 to 50 amperes for charge and discharge currents. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Arbin Instruments per 10 U.S.C 2304(c)(1). In order to continue GRC's testing/analyzing of lithium-ion cells, it is necessary to perform the testing and analyzing of performance characteristics on the same equipment that has been used in the previous tests. As Arbin's software is proprietary, it can only be obtained from them. To purchase this equipment from another source would result in the government having to completely duplicate the studies at a substantial cost. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Dec. 22, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice, however E-mail and Fax responses are permitted. An Ombudsman has been appointed. See NASA Specific Note "B".
