- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). (1) Scanning Probe Microscope Station NSN=6650, p/n=NS3A-01 or equivalent. The "station" would need to include an SPM controller that would support all AFM and STM scanning techniques. The minimal requirements for the system would include: A 400mhz pc, 6.4GB hard drive, at least a 64mb RAM, 3.5" 1.44mb floppy drive, cd-rom, 100mb zip drive, win nt o.s., a network board {would need to be 10 base T, NE2000 compliant}, and 2 svga graphics displays would be required as well. Additionally, two color monitors, dsp and interface electronics would be required with a full package SPM imaging and analysis software provided. (2) Atomic Force Microscope (AFM), p/n=mmafm or equivalent. The AFM will needdd to cover the basic contact, non-contact, lateral force, tapping mode {air}, tapping mode {fluid cell}, magnetic and electrical force microscopy. It should support force modulation. Minimal requirements would include a top view AFM optical head for on-axis viewing of both probe and sample, mmafm base with automatic approach, 45x monocular microscope and an xy sample stage with at least 2 millimeter by 2 millimeter range. (3) Scanners, nsn=7025, p/n=AS-130V,must be able to provide x, y ranges of 10 micrometers by 10 micrometers {2.5 micrometer vertical range}, x, y range of 125 micrometers by 125 micrometers {5.0 micrometer vertical range}. Additionally, an absolute requirement will be for vertical motion that eliminates tilt and lateral movement during cantilever engagement. The scanner{s} must be fully motorized and computer controlled to minimize manual adjustments. A three point microscope head support would be required as well. (4) Cantilever Holder, nsn=6625, p/n=mtfml or equivalent. Necessary for use in tapping mode, force modulation and contact mode. The fluid cell should have an integrated piezo oscillator that will provide acoustic coupling at cantilever resonance. A preference would be for a fluid cell that did not require use of an o-ring yet not an open cell in which the rate of evaporation is difficult to control. (5) Vibration Isolation Platform, p/n=trvi or equivalent. The platform will be necessary to provide highly effective vibration isolation for measurements to be done with accuracy. (6) Video system for top-view AFM, nsn=7025, p/n=omv-ntsc or equivalent. Must have tip-view and multimode. Should enable simultaneous optical imaging with a minimum of 450x magnification. A vertical reange greater than 400 millimeter with mid and fine focus adjustments are needed along witha 10x objective, a high resolution ccd color camera and a color display monitor are required. (7) Nanoindenting/Scratching option NSN=7030, p/n=mmniso or equivalent. Must include tapping mode both before and after. Software for tip control, necessary cantilever holder and a diamond tip {or specified tip} should be provided. (8) STM converter, nsn=6650, p/n=mmmstmc or equivalent. Should enable the AFM optical head to be replaced with a tipview STM head to achieve atomic resolution STM scans {high resolution}. A v/a transimpedance {10 to the minus 8 exp.} Amplifier should be included. (9) Extender electronics, nsn=6625, p/n=phase-01 or equivalent. Must have phase imaging capability for detecting variations in composition, friction, adhesion, stiffness, visoelasticity, as well as other force/property measurements is a definite requirement, particularly with magnetic and electric force studies. Necessary for simultaneous surface topography mapping to be done and must minimize optical interference and topographical contaminations due to damping and air contaminations. (10) Installation/warranty/training, nsn=6640. Requires on-site training and a warranty with a 60-day trail period. The provisions and clauses in the RFQ are those in effect through FAC 97-10. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 339111 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by close of business January 30, 2001, and may be mailed or faxed. Include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.23-91, NFS 1852.211-70, and 1852.214-71. Reserve paragraph(s) (d), (e), (f), (h), & (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Addenda to FAR 52.212-4 are as follows: MSFC 52.211-90, MSFC 52.232-90, NFS 1852.246-71, FAR 52.204-4, 52.211-15 and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-3. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
