- The U.S. Army Robert Morris Acquisition Center-Natick (USA RMAC-Natick) on behalf of the United States Marine Corps (USMC) and the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Center (USA SBCCOM, SSC) in Natick, MA, is conducting a market investigation to identify domestic products, suppliers and manufacturers of footwear lining packages. The North American Industry Classification Standards (NAICS) code is 314999 with a size standard for this industry of 500 employees. The USMC and the U.S. Army are interested in locating firms with the capability to provide boot linings suitable for military use to include the following: Face fabric, waterproof breathable membrane or equal, and backer if appropriate. Information submitted shall include product cost, literature and illustrations, relevant company background/experience and any documented test/analysis information that would indicate the results of performance tests such as: 1) Abrasion Resistance (Martindale), Wet and Dry, IAW SATRA PM 31 or equal. 2) Thickness: Inches. 3) Weight (oz./sq.yd.) IAW ASTM D3776. 4) Moisture Vapor Transmission: B and BW method IAW ASTM E96. 5). Water Permeability: Initial, at seam, and after Synthetic Perspiration IAW AATCC 127. 6) Hydrostatic Resistance, initial, at seam, and after synthetic perspiration IAW ASTM D751. 7) Flex Durability; Gelbo and Wet Flex IAW ASTM F392. 8) Moisture Absorption: Maximum weight after completely submerged in water for 5 minutes; Time to dry completely, and weights at 15 minute intervals; Conditioned Room at 70 degrees Temp, 50% humidity; Sample should be 5 inches square, and hung from a single corner with minimal contact. 9) Breaking Strength: IAW ASTM D5034. 10) Seam Tear Strength: IAW SATRA PM 180. 11) Air Permeability: IAW ASTM D737. Pricing data shall also indicate per yard price. Interested parties may submit boot lining samples, two yards in length, accompanied by corresponding technical data reflecting the performance results of any independent laboratory testing as specified in this announcement, business size statement and CBD Note 25 information no later than March 12, 2001. Firms responding to this announcement shall indicate whether or not they are a small business. Any information submitted will not be returned. If a firm chooses to submit samples, be advised that no payment will be made by the Government for such samples or any information submitted in response to this notice.
