Description
The Atlantic Division, Naval Facilities Engineering Command, Norfolk, Virginia intends to acquire by means of a firm fixed price contract to develop a 3-dimensional FEMWATER "living" model of the Navy Supply Center-Craney Island to supply insights for environmental management purposes and continued cleanup of this site. The dynamics of unsaturated zone recharge, density differences between the fuel (LNAPL) and groundwater, and complex hydrology (dynamics between natural flow of the area, tidal effects, and extraction well field) are to be effectively modeled with FEMWATER, a 3D finite element groundwater. The model from this study will be used to better define the existing plume and to quantify the capture capabilities of the existing well field. Once the calculated conditions match the recorded hydrologic conditions, several scenario tests are to be run to provide insight into the expected capture with the existing well field and to determine the effective capture patterns for additional well configurations. This model will be used to forecast the recovery time with the existing well field and with the suggested well additions. The proposed contract is 100% set aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs). Offers from other than HBCUs and MIs will not be considered. Specifications are presently available at http://esol.navfac.navy.mil. Any inquiries regarding this procurement may be sent to Archie Blythe (phone: (757) 322-4148 or fax: (757) 322-4142/4145). Email at: blythewe@efdlant.navfac.navy.mil. All responsible sources may submit an offer which will be considered. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of an offeror will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr2000.com/. The cost range for this procurement is $25,000.00 to $100,000.
