STATEMENT OF WORK: This Statement of Work covers scheduled and nonscheduled maintenance of the Amray Scanning Electron Microscope (SEM), Model 1810T, SN 18130012, located in Building 165, Robins AFB, GA. (a) The contractor shall perform preventative maintenance, calibration, certification, and remedial and emergency repairs, as needed to keep the scanning electron microscope in a serviceable condition. The contractor shall furnish all labor, travel, parts, and material necessary to satisfy the service requirements. (b) Preventative (scheduled) maintenance shall be performed at least three (3) times per year at four (4) month intervals. The AMRAY SEM performs "accredited testing" of many aluminum and steel alloys, which are common to fasteners. Maintenance of this instrument must be thoroughly documented and reviewed to comply with ISO GUIDE 25 and "The Fastener Quality Act." The contract service engineer shall perform preventative maintenance operations to include (but not be limited to): diagnostic checks, general cleaning, lubrication, calibration of internal Particle Measurement System (PMS) and replacement of components which are worn or whose performance is questionable. All replacement parts furnished by the contractor shall be identical to or equivalent substitutes for the original configuration of the removed parts. The contractor shall contact designated government representatives and establish FEBRUARY, JUNE and OCTOBER as the dates to perform preventative maintenance. Government representative shall have final approval of the date and time for contractor to perform the preventative maintenance. (c) The contractor shall provide an unlimited number of unscheduled (remedial) repair service calls. Once notified that a problem exists, the contractor shall respond within five (5) working days and continue until the problem is resolved. The services (scheduled and unscheduled) shall be performed by the contractor between the hours of 7:30 am and 4:15 pm, Monday through Friday, excluding Federal Holidays. (d) Repair of covered items shall be accomplished on site if possible. If any item cannot be repaired on site, it will be removed from the system and shipped to the appropriate service center or hand delivered by the contractor at no additional cost to the government. The government POC will receive from the contractor a temporary receipt as necessary for items removed. The item removed must be restored to proper operating conditions, returned to the government, and installed within a reasonable time frame (with 30 calendar days). In the event that an item cannot be repaired, the contractor shall inform the designated government point of contact in advance of replacement. (e) Items to be calibrated during a thrice inspection year shall include (but not be limited to): aperture alignment, photographic capabilities, contrast and brightness, magnification, safety interlocks, (PMS) and vacuum pump status. (f) The contractor shall provide field/service reports to the government POC. (g) Exclusions: The contractor shall not be responsible for the replacement of items considered to be consumable items such as filaments, film, lamps, fuses, and fluids. Contractor maintenance service does not include specialized detectors, output printers, phosphor screens, x-ray crystals, windows, and scintillator. (h) No special security requirements exist for this contract.
