Description

The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate on a sole source basis with Information Systems Laboratories, Inc. (ISL), originally a part of Scientech. The contract will require the contractor's technical assistance to develop, finalize, and publish a set of risk-based performance indicators (RBPIs) that may be used in the support of the Office of Nuclear Regulatory Research's (RES) reactor oversight program for the evaluation of nuclear power plant safety and potential enforcement actions. ISL will continue to develop an indicator to assess the integrated risk-significance on all performance indicators combined with the inspection findings on overall plant performance; develop methods for displaying the performance characteristics from a risk-informed perspective; and prepare a RPBI development report that integrates the latest RBPI development results. The period of performance will be for three years. This action is being pursued on a sole source basis to allow ISL to continue the development of particular risk-based performance indicators (RBPIs). Since 1998, ISL has developed particular RBPIs for the NRC, therefore they have the knowledge and expertise specific to RBPIs' development and applications, and is also familiar with the supporting project work. No solicitation document exists. All responsible sources can respond. Written responses should provide evidence of the respondent's capability to perform the required services. See Note 22.
