- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F8afcm03400300, is a Request for Quotation (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-20. The associated North American Industry Classification System (NAICS) for this procurement is 561499 and the small business size is $5 million sales per year. The Government intends to negotiate a sole source purchase order with Antares, Inc., San Antonio, TX 78207. The purchase is for a Records Information Management System (iRIMS)in accordance with the statement of need below: STATEMENT OF NEED RECORDS INFORMATION MANAGEMENT SYSTEM (iRIMS) 30 Nov 00 Project Overview The contractor shall deploy the DOCS Fusion -- CyberDOCS/PowerDOCS interface and DOCS Binder; re-deploy the iRIMS software from the test and training workstations to 5 active users, provide one on one system administrator training, develop and deliver user training sessions for up to 40 Government selected users and provide ongoing maintenance and support for the Electronic Records Document Management System (ERDMS). Benefits Proceeding with the DOCS Fusion -- CyberDOCS Project will provide distinct benefits. These include: 1. Provide ongoing system administration and direct user support. 2. Allow remote access to documents using a Web browser. 3. Provide greater ease of use by end users within an ERDMS environment. 4. Facilitate collaboration within select workgroups. 5. Develop an alternative document management model to meet the needs of users who regularly or periodically create and access documents from a remote site. 6. Identify and resolve access, security, support, maintenance, response time, back office configuration, and related issues associated with a Web-enabled ERDMS. Methodology The work will be carried out through a mix of direct consulting and technical tasks, including guiding, coordinating and supporting AFCEE personnel support activities related to the ERDMS. Deliverables constitute completion of the tasks listed below. Approval of invoices constitutes acceptance of deliverables. Tasks The tasks are: 1. Provide Telephone and On Site Support during normal business hours from 8:00 AM to 5:00 PM. This includes extensive contacts with Hummingbird and iRIMS support desk personnel to resolve integration and functionality issues. Other tasks will be based on work planning sessions. 2. Identify user candidates and assess their document management training needs within the context of utilizing the CyberDOCS/PowerDOCS interface, the Binder function and the passive integration option. 3. Identify and resolve access, login, security and functionality issues related to CyberDOCS, for four distinct authorized site types: home, remote travel site (e.g. hotel room), remote government site (e.g. TDY location), affiliated government site (Regional Office). 4. Develop a deployment plan for identified users. 5. Develop and deliver user-training sessions for selected users. 6. Develop User Tips incorporating passive integration and DOCFusion -- CyberDOCS/PowerDOCS interface and passive integration functionality. 7. Deploy the DOCS Fusion -- CyberDOCS/PowerDOCS interface for selected users. The number of users will be phased in groups of 8 to 12 and may encompass the 40 existing DOCS user licenses. 8. Provide targeted one on one system administrator training to help the interim project coordinator provide needed in-house ERDMS administrator functions. 9. Develop and implement monitoring and reporting plan for DOCSFusion -- CyberDOCS/PowerDOCS use. 10. Support iRIMS with up to 5 active users, including the Records Manager. 11. Develop and implement monitoring and reporting plan for iRIMS use. Schedule The monthly schedule is shown as attachment 1. Terms and Conditions Submit invoices monthly upon completion of the approved task deliverables in accordance with contract terms. A biweekly status report will be submitted. A final report will be submitted upon completion of the contract. AFCEE will designate official points of contact for authorizing support services. Summary The ERMS Pilot work will now : 1. Focus on providing document management functionality for up to 40 AFCEE staff using the DOCS Fusion -- CyberDOCS/PowerDOCS interface 2. Support and monitor iRIMS use for up to 5 staff 3. Provide system and operating administration telephone and on site support and response to user operating problems. Offerors shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. Offerors shall address all requirements in this combined sysnopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Governments specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipated awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government. System must match existing software. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Sub part 13.106-2, Evaluation of quotation or offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; and 52.212-4, Contract Terms and Conditions-Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (17). Responsible interested offers may submit a written quotation no later than December 26, 2000, 4:00 p.m. CDT, to the 311th HSW/PKOB, ATTN: Darlene Keister, 8005 9th Street, Brooks AFB, TX 78235-5353. Faxed quotations will not be accepted. Note 22 applies with the exception of proposals accepted for 45 days after posting of solicitation. This is changed to read proposals accepted 7 days after posting of solicitation. Proposals will not be accepted after December 16, 2000 at 4:00 P.M. CDT.
