Description

The Internal Revenue Service has a requirement for an individual to provide consulting services as an Executive Notices consultant for the Phase I-II Notices Modernization Team. The Executive Notices consultant shall work in partnership with Booz, Allen & Hamilton (BAH) and Computer Sciences Corporation (CSC) and consistently apply standard Enterprise Life Cycle (ELC) work processes, produce quality ELC products and oversee successful development of ELC milestone artifacts. The Executive Notices consultant shall be responsible for: (1) Evaluating the team deliverables and providing written comments as necessary; (2) Ensuring compliance with ELC format and content; (3) Ensuring content and quality of the deliverables (adequacy, completeness, consistency, correctness); (4) Ensuring consistency with technical work plans and deliverables; (5) Ensuring that deliverables are of acceptable quality and are timely delivered; (6) Attend and/or present executive briefings; and (7) Attend executive level and contractors meetings. Due to the accelerated schedule, the consultant shall possess extensive executive-level knowledge of IRS operations, particularly in the notices and taxpayer communications area. Experience in IRS Headquarters Operations, with notice operations knowledge is also required. The contractor shall work primarily in the greater Washington, DC Metropolitan area. Primary post of duty will be Riverdale, MD 20737. Period of performance shall be January 15, 2001 through July 16, 2001. All responsible sources who can provide the above requirements shall submit written quotations no later than 15 days from posted date of this announcement. No solicitations will be issued, therefore such requests for solicitations will be considered non responsive. This requirement is 100% set-aside for small business concerns. Evaluation/award will be based on price and other factors. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; business size and payment terms.
