Description
Technical Services for operation, maintenance, and engineering support for the Southeast Alaska Acoustic Measurement Facility (SEAFAC). Services to be acquired for the Naval Surface Warfare Center (NSWC), Bremerton, WA. This will be a cost plus fixed fee greatest value procurement with an oral technical capability plan, past performance information, and cost proposal required. The contract Type will be an indefinite quantity, cost-plus-fixed-fee type, with delivery order provisions. Contractor will provide all services required to conduct U.S. Navy operations involving SEAFAC, SEAFAC support vessels and other designated tasks and projects. The scope of services includes procurement of maintenance materials, subsistence, fuel, engineering and design to modify systems, fabrication, inspection of facilities and equipment, operation and government furnished equipment, vessels, systems and subsystems located on shore, in water, and on board support vessels. The contract will consist on a base year and nine one-year option periods. The estimated level of effort is 30,000 man-hours for the base year, 30,000 man-hours for each of the nine remaining option years. Total 10-year level of effort is estimated at 300,000 man-hours. Primary place of performance is Back Island, near Ketchikan AK and various other sites as required. All offerors are urged and expected to inspect the primary site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. Due to the remoteness of the SEAFAC location and the inherent logistical problems with multiple visits of the site, one pre-planned site visit will be scheduled. The site visit will be conducted on 11 JAN 01. A government vessel will be made available to transport visitors from Knudson Cove, outside of Ketchikan, AK to the SEAFAC Facility on Back Island on the morning of the 11th of January 2001. Additional information on the site visit will be provided to interested parties. Notes 12, 25, 26 apply.
