Description

The Internal Revenue Service intends to issue a purchase order on a sole source basis to Dr. Marie Gaudard, Professor of Statistics, University of New Hamsphire, to continue to provide consulting services to the Strategic Measures Development (Phase II) redesign team in the area of Quality and Statistical Sampling. The following will be required: Meet with Strategic Measures Development (Phase II) Redesign Team as necessary; Provide input to complete Quality Measures and their effectiveness; Provide input to complete statistical sampling methods available for each industry segment in Large Midsize Business to meet goals of the service; Provide input to Redesign Executives in request for her opinion on how Quality should work in the IRS; Assist the Understanding Multi-National Initiatve with understanding statistical process control and how it can be used to analyze data; Provide Statistical Sampling workshops for the Specialty Measurement Development Teams. All responsible sources who can provide the above requirement shall submit written quotations within 15 days from the posted date of this announcement. No solicitation will be issued, therefore such requests for solicitations will be considered non-responsive. Evaluation/award will be based on the lowest price to the government. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; delivery date; business size and payment terms. Quote over 10 pages in total will not be accepted by facsimile. All questions must be submitted in writing and received by facsimile on (202) 283-1511 or mail. If no responses are received the award will be made to Dr. Marie Gaudard, Professor of Statistics, University of New Hampshire.
