- Description
- This synopsis constitutes market research to determine the extent of training available for potential award under FAR Part 12, Acquisition of Commercial Items. This does not constitute a Request for Proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program. This program includes providing all labor, equipment, training facilities, tools, training materials, training devices, administration, scheduling, supervision and other services necessary for the training of Navy C-40A (Boeing 737-700C with increased gross weight (IGW) as configured for U.S. Navy) maintenance personnel. The C-40A CACT program requires classroom (academic and practical) training, a low cost Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, and a training device(s) (for aircraft system training with trainee input and trainer response capability). The courses must be taught at an environmentally conducive training facility. The training center courses must be capable of meeting the Air Transport Association (ATA) 104 level criteria assigned to each course. Maintenance course instructors shall have an Airframes and Power Plants (A&P) license and demonstrated, practical knowledge and experience in the Boeing 737 "Next Generations"(NG) aircraft. The A&P may be waived in cases where demonstrated practical experience is extensive. Maintenance course scheduling shall allow for back-to-back scheduling of the Airframes/Power Plants and Electrical/Avionics courses. Prior to training start date; the contractor will be required to submit training syllabus for each course for government approval. All courses shall be taught in compliance with the C-40A Model Manager Approved Training Syllabus (ATS). Aside from having the capability to provide the courses at the vendor's training facility, the vendors shall also have the requisite capability to teach the courses mobile at a Navy site. When available, a Navy C-40A will be provided in lieu of systems training devices for the mobile courses. The anticipated C-40A course requirements shall include: 1) Airframes/Power Plants Basic Maintenance Course -- The course shall be a maximum of 12 training days (14 consecutive days) with the following criteria: Approximately 102.0 total hours consisting of administration, a final exam, classroom academics/ practical/aircraft systems training and repair applications, and minimally 3.0 hours training device system training. Training shall emphasize airframes and power plants systems checks, publications, test procedures to maintenance manual levels, trouble shooting/tests, removal/adjustment/replacement/repair at component level, and required general maintenance operations. This course shall be capable of meeting ATA level III or higher criteria. Total anticipated student throughput is estimated at 203 quotas. 2) Electrical/Avionics Basic Maintenance Course The course shall be a maximum of 12 training days (14 consecutive days) with the following criteria: Approximately 102.0 total hours consisting of administration, a final exam, classroom academics/ practical/aircraft systems training and repair applications, and minimally 3.0 hours training device system training. Training shall emphasize electrical and avionics systems checks, publications, test procedures to maintenance manual levels trouble shooting/tests, removal/adjustment/replacement/repair at component level, and required general maintenance operations. This course shall be capable of meeting ATA 104 level III or higher criteria. Total anticipated student throughput is estimated at 203 quotas. 3) General Familiarization Maintenance Course: -- The course shall be a maximum of 5 consecutive training days with the following criteria: Approximately 37.5 total hours consisting of admin, classroom academics on general aircraft systems, and a final exam. Course training shall be capable of meeting ATA 104 level I criteria or higher. Total anticipated student throughput is estimated at 52 quotas. 4) Aircraft Rigging Maintenance Course -- The course shall be a maximum of 7 consecutive training days with the following criteria: Approximately 56.0 total hours consisting of admin, classroom academics/practical applications, and final exam. Trainees shall be able to trouble shoot/test/use/apply applicable publications, and remove/replace/repair components. Emphasis shall include out-of-rig diagnosis and repair, associated electrical, hydraulic and pneumatic aircraft systems for door/window, flight controls, airstairs and landing gear. Course training shall be capable of meeting ATA 104 level IV criteria or higher. Total anticipated student throughput is estimated at 34 quotas. 7) Corrosion Control and Prevention -- The course shall be a maximum 3 consecutive training days with the following criteria: Approximately 25.5 total hours consisting of administration, classroom academics/practical application and a final exam. The course shall include recognizing types/classes of corrosion, sources and conditions, applicable applications/programmatic approaches, sealants, and preventive techniques with emphasis on 737-700 corrosion prone areas. Course training shall be capable of meeting ATA 104 level II or higher criteria. Total anticipated student throughput is estimated at 60 quotas. A Non-Personal, Requirements contract is anticipated with a 55-month period of performance. Organizations possessing a proven capability to provide the above are invited to submit their qualifications. Response shall be limited to 8 pages maximum. CBD responses shall minimally include: location, training device(s)and their possible applications and what required courses the contractor is currently providing and/or capable of providing. Charts depicting capability information will be acceptable. Replies to this synopsis should reference the CBD notice number, solicitation number and date. Replies should also state the company's interest as prime or subcontractor in addition to indicating if they are a small business, small disadvantaged, woman-owned or HUB Zone business. Replies must be received within 15 days after the date of posting. Responses by telegram, telephone, or responses combining more than one synopsis reference number will not be honored.
