Description
The Project Manager for Tank and Medium-caliber Armament Systems (PM TMAS) is conducting market research to determine the availability and potential attributes of medium caliber automatic cannons, ammunition and feed systems for possible application to the Bradley Fighting Vehicle (BFV). Current Army Transition Planning indicates the BFV may be in service until as late as 2032. With this in mind, the Army is assessing the feasibility of improving and/or replacing the Bradley s cannon system to address current and future threat targets. Targets of interest include BMP (Boyevaya Mashina Desantnika), class armored vehicles, light armored vehicles such as BTRs (Bronetransporter) and BMDs (Boyevaya Mashina Desantnika), trucks, helicopters, Anti-Tank Guided Missile (ATGM) launcher sites, and dismounted infantry (in hastily prepared positions, in bunkers, in urban fortifications, and in the open) armed with rocket propelled grenade (RPG)-type weapons at ranges out to 2000 meters. In this announcement, information is being sought regarding automatic cannons and feed systems in the 30 to 50mm caliber range that could replace the existing 25mm M242 Bushmaster armament system. A separate and complimentary market research CBD announcement requests information on medium caliber ammunition for such systems. Information obtained, as part of these two market surveys, will be used in a Trade Study being conducted by PM TMAS to assess the feasibility of upgrading the armament of the BFV. This Trade Study will be concluded by June 2001 and will provide an armament system recommendation to Army leadership. Potential upgrades to the Bradley armament system may be accomplished as part of a vehicle recapitalization effort. Production cut-in of such upgrades may begin in FY 2007 and extend through FY 2014. Approximately 1194 systems may be upgraded. The M2A3 Bradley turret and fire control is considered the baseline for integration purposes. Gun and feed systems that can be integrated into the baseline turret with little or no changes are preferable over those systems that require more extensive changes or a new turret. Proposed cannons shall have a dual feed capability and be capable of firing in single shot and burst fire modes. Proposed cannons (and feed system components where possible) shall be Non-Developmental Items (NDI). Companies providing information are requested to provide any available marketing, test, pictorial, analytic, safety and/or qualification data that provides an analysis and/or verification of the performance, integration and operational characteristics of candidate weapons and feed systems. Information provided shall contain, but not be limited to, the following: For cannons: caliber, ammunition compatibility, firing modes, firing rates, method of operation, firing cycle, size, weight, envelope, center of gravity location, moments of inertia, trunnion location, ammunition feed locations, case eject location, link eject location (if applicable), power requirements, recoil force, recoil length, electrical control interface, airbursting ammunition interfaces (if applicable), gun safing technique, loss-of-power backup firing technique, hang-fire sensing technique, normal firing procedures, barrel configuration/ rifling, barrel removal procedure, single shot dispersion (1 sigma x and y) for each ammo type, burst fire dispersion (1 sigma x and y) for each ammo type, sound level data, overpressure data, reliability data including Mean Rounds Between Stoppages (MRBS) and Mean Rounds Between Failures (MRBF), barrel life, recommended spare parts, scheduled replacement times for major components, recommended maintenance procedures, production status, fielding status, qualification status (including pertinent safety ratings), mounting recommendations, equilibration recommendations, expected turret modifications and feed system interface. For feed systems or feed system components: caliber, type of feed, size, weight, envelope, power requirements, electrical interface, timing requirements, round capacity for each type of ammunition, gun interface, recommended location within turret, recommended turret modifications, rearm procedure, recommended spare parts, scheduled replacement times for major components, recommended maintenance procedures, reliability data including MRBS and MRBF, production status, fielding status, and qualification status. In addition, the Unit Production Costs (UPC) for cannons, feed systems, feed system components, spares and replacement parts are requested. Quantities quoted shall be consistent with the anticipated fielding quantities outlined above. Costs shall be quoted in current US$. Companies submitting information and technical data shall be willing to enter into Non-Disclosure Agreements with the government and UDLP, the Bradley Fighting Vehicle system integrator. Companies providing information on more than one system (or caliber) shall identify the advantages of each proposed system. Companies may provide information on cannons and/or feed systems independently or as a team. The submission of additional information such as Computer Aided Design (CAD) envelope/interface files (Pro-E preferred), models, hardware displays and firing demonstrations at no cost to the government is also encouraged.
