Description
The Naval Undersea Warfare Center Division Newport intends to use full and open competition to acquire acoustic windows for the USS VIRGINIA Class (SSN 774)Submarine. The Government may also order windows for the USS LOS ANGELES Class (SSN 688I/A-RCI)Submarine if the contractor develops a common design approach for use on both classes of submarine. A two-phased evaluation approach will be used for choosing the offer that provides the best value to the Government. Phase I: Of the offers received, a maximum of three offers will be chosen for award. Evaluation criteria include Technical Approach, Past Performance, and Price. The chosen offers are those that demonstrate the highest degree of confidence that the proposed design and performance will be achieved and provide the best value to the Government. Orders will be issued to each of the three contractors to build. test and deliver Contract Line Item 0001 (Test Panel) for Government test and evaluation. Phase II: Upon completion of the orders, the panel and test results will be evaluated in accordance with the evaluation criteria of Technical Approach, Past Performance, and Price, and the contractor whose acoustic window offers the best life-cycle solution at the best price will be selected for providing the remaining (production) Contract Line Items; Only one contractor will be chosen. The government anticipates an Indefinite Delivery-Indefinite Quantity type contract with firm Fixed Price provisions. A five-year term is planned. A maximum of fourteen (14) windows for the VIRGINA Class and fifty (50) windows for the LA Class submarine will be ordered over the five-year term.
