Description
The Government requests sources capable of meeting technical requirements provided detailed information about its products. The detailed technical requirements for the FTSAT are contained in the Technical Specification for the Flyaway Tri-band Satellite Terminal. Refer to the CECOM Business Opportunities Page web site for a copy of the specification (web site is listed below). The FTSAT system must be Defense Satellite Communications Systems (DSCS) certified and INSTELSAT qualified at time of delivery. Contract award is anticipated by Apr 2001, with a delivery schedule no later than 75 days after contract award. Delivery of terminal(s) is expected to occur no later that 90 days (per terminal) upon placement of order. While the size of the FY01 order will depend on approved funding, the current plans are to order sever (7) terminals. The FTSAT is a tri-band terminal that provides long-haul communications capability for forwardo-deployed forcesd. It provides reach back to CONUS and/or other overseas command centers as part of Theater deployed communications. Key requirements of the FTSAT are as follows: It must operate will all U.S. and NATO X-band satellites as well as with commercial C-band and KU-band satellites with data rates up to 8 Mbps. It must contain baseband options that support Ground Mobile Forces (GMF)) terminals and Standardized Tacticcal Entry Point (STEP) sites as specified in the AN/USCO-60A Technical Specification. It must be air deployable on C-130 (Fuselage Station C,I, or M), C-141, C-5 and C-17 aircraft via L463 Pallet. It must provide a replenishment spares kit for critical components. It must be capable of operating point-to-point or as a spoke in a hub/spoke Ground Mobile Force (GMF) communication network. It must have a Control, Monitor and Alarm (CM&A) system that uses a laptop computer that allows all communications equipment to be remotely configured from a graphical user interface. It must be able to be configured fronm the front panel controls and laftop computer. It must have an antenna and tripod assembly that facilities set-up, tear down, and band reconfiguration. It must have established maintenance support consisting of Warranty coverage and yearly Maintenance and Repair Support options. GThe support must provide a quick turn around of failed components. It must have a fuloly developed Operations and Unit Level Maintgenance Manual and commercial component level manuals. It must have a fully developed training package, including a computer-based/refresher training tool. All information should be submitted no later that 5 January 2001.
