Description

The U.S. Army Soldier and Biological Chemical Command intends to conduct negotiations with and award a contract to Manufacturing Execution Services, Inc., 20 Vernon Street, Norwood, MA 02062 on a basis of other than full and open competition, reference FAR 6.302-1(a) for 1 Rockwell Software RSView SCADA software package license; 1 Rockwell Software RSLinx driver for Allen-Bradley hardware; 1 KepWare software driver for LFE devices; 1 Construction of back plates to house power supplies, Allen-Bradley hardware, and other equipment; 1 Allen-Bradley hardware (Items will include SLC 5/04 processor, I/O chassis for SLC 500, DeviceNet scanner and adapter, terminal base, 24VDC analog 8 input, 120VAC 16 input module, 120VAC 8 output module, 24VDC 8 sink input module, 120VAC 16 output module, 24 VDC 16 sink output module, DH+ communication card, terminal strip, power supply and filters); 1 Programmable Logic Interface and Operator Interface Software development, installation, setup and acceptance testing, Functionality of existing SIXNET and ICONICS Genesis system will be maintained (alarm functions, history files, trend screens, remote paging system); 1 Development of Technical specifications. Manufacturing Execution Services, Inc. has unique knowledge of the current chamber control system due to previous services they have provided. No solicitation document is available. See Note 22.
