Description
Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1. Description of Supplies: Pioneer DVD-R recorders and drive license for ImageAutomator 200 and upgrade to existing system. The RFQ has the following line items: 0001 -- Pioneer DVD-r recorders and drive license for ImageAutomator 200, quantity of 8; 0002 -- Engine upgrade, quantity of 1. The contractor will come onsite to upgrade the ImageAutomator 200 engine to support the Pioneer 2.01 DVD-R recorders. The upgrade will consist of the following: replace two Advansys 4 channel SCSI controllers with three LSI Ultra-wide SCSI controllers, replace SCSI 50 pin cable with new 68 pin to 50 pin adapter cable, install new Imagemaker 2.04 software, replace P2 350Mhz CPU with a P3 500 Mhz CPU, install new LSI SCSI software drivers, make necessary changes to the motherboard BIOS, replace current software key dongle with new software key dongle, and install a DVD-ROM reader into the main CPU tower engine. The second phase of the IA200 upgrade will consist of replacing the Plextor 8X CD R recorders with new Pioneer DVD-R recorders. The contractor will remove all twelve Plextor 8X recorders from the two six pack drive modules and install eight Pioneer DVD-R recorders in special assigned slots within the two six drive six pack module assemblies (four recorders per module assembly). The contractor will then perform the necessary robotic calibrations of the robotic arm to the various stations to ensure the system is properly picking, dropping, and moving DVD-Rs around the system. The contractor will perform basic DVD-R premastering, image creation and duplication and print across all eight recorders; 0003 -- Immediate depot replacement program -- enhanced warranty. Includes: unlimited phone support to diagnose the problem. Upon diagnosing equipment related failure, the contractor will ship via next day priority freight, the replacement hardware. Daily cut-off is 2:00PM PST. Failed equipment must be returned within 7 working days in factory original packaging. 0004 -- 18Gb SCSI hard disk, additional, quantity of one; 0005 -- installation and training (one day). Includes system setup, checkout, introductory training on all CD software applications and general system maintenance. Ship to: Warner Robins ALC/LHR, 216 Ocmulgee Court, Robins AFB, GA 31098-1646. Delivery required within 30 days of award, FOB Destination, net 30 days payment terms. The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
