Description
This synopsis is a modification to Submission No. 507403 dated November 27, 2000 and provides greater detail of the effort planned under the IDIQ contract. The Government proposes to modify the existing contract to acquire additional software support and system engineering support for the Cockpit Management System (CMS) software installed on MH-60L and MH-47D and planned to be installed on the MH-47G and A/MH-6 aircraft. Software support includes emergency repairs, corrective coding, upgrades, growth, enhancements, and fielding. The contract has a three-year ordering period from 06 JUL 99 thru 05 JUL 02. System Engineering support is also being added and includes preparing white papers, performing trade studies, and assisting in preparing specifications in support of enhancing and upgrading the CMS. The following task orders are planned: a. MH-47E/MH-60K Functionality. When fielded, the MH-47G must have the same functionality that the MH-47E currently has in addition to the current MH-47D functionality. This includes, but is not limited to Mission Management; Aircraft Performance; Multi-Mode Radar Operation; Digital Map; and Aircraft Survivability Equipment Control. b. Dual Embedded Global Positioning System (GPS)/Inertial Navigation Unit (INU)(EGI). A second EGI is being integrated to provide better navigation accuracy and a more reliable redundant navigator. This second EGI replaces the current Aircraft Heading Reference System (AHRS) that is obsolete and becoming unsupportable. c. Near Real Time Intelligence Data (NRTID). All Army Special Operations Aircraft must have the capability of receiving and displaying NRTID to provide the crew and customers with up to the minute situational awareness. d. Weapons Upgrade. This effort completes the Weapons Upgrade Program for the MH-60L IDAP aircraft. e. Improved Data Modem (IDM). This effort continues the integration of the standard Army IDM into the ARSOA fleet. f. Software Enhancements and Repairs. This effort provides for minor software enhancements and repairs not tied to hardware integration. This acquisition will result in a contract modification to the existing Contract No. USZA95-99-D-0004. The current contractor is Rockwell Collins, Inc., Government Systems, 350 Collins Road NE, Cedar Rapids, IA 52498. The Authority Cited -- 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." is the basis for this sole source modification. Rockwell is the manfacturer of the majority of the critical components of the system. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. However, this notice of intent is not a request for compeititve proposals. All responses received by January 10, 2001 will be considered by the Government. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The J&A, Contract and subsequent Modifications are releasable to U.S. firms only. Requests from U. S. firms must be submitted in writing to the above address and must include business size. All responsible U.S. sources may submit a response which shall be considered by the agency. See Numbered Note 26.
