Description
REFERENCE CBDNet Submission No. 5093B1 issued Dec 20, 2000, for the DTRA Program Research and Development Announcement (PRDA) for Nuclear Explosion Monitoring. PRDA exceeded the maximum characters allowed per CBDNet transmission. Therefore, the remainder of the PRDA that was not included in the first CBD transmission is provided as follows beginning with the paragraph title "(D) Statement of Work":- -- -(D) Statement of Work. The statement of work should be broken down into phases. Since it is anticipated that the overall period of performance for these efforts resulting from this PRDA will be for approximately three years, the phases should be broken down, to the maximum extent possible, into efforts that can be completed in 12-month increments. Each phase shall list and describes the tasks and subtasks associated with that phase to include identification of associated milestones and deliverables by task and subtask. Deliverables include reports, data, hardware, software and documentation, as applicable. The resulting document should be suitable for incorporation into a contract, have proprietary data removed, and not exceed 5 pages in length. (E) Proposed Schedule. The proposed schedule identifies when a task or subtask begins and ends and provides milestone and deliverable due dates. (F) Curriculum Vitae. Vitae of the principal investigator and critical personnel are to be provided. (G) Contract and Proposal List. A list of current and pending government contracts and proposals is to be provided by title, sponsoring agency, solicitation reference, and brief description. The list should include any proposals submitted in response to DOE/AL ROA01-01 and state if the proposal is identical to the proposal submitted to DTRA01-PRDA-01-01, and if not identical, provide a summary of the differences. (H) Past Performance Information. Descriptions of related past efforts and results are to be provided along with points-of-contact/reference and contract numbers. (I) Funding Organization List: A list of the names and addresses of other government and private organizations that have in the past, currently, and/or are likely in the future to provide funds to the offeror for the same or similar research. Failure to provide these items in the technical proposal could render the proposal non-responsive, causing the proposal to be eliminated from further consideration. SUBMISSION PROCESS: DTRA is soliciting proposals on the research effort described herein. It is anticipated that research under this PRDA shall generally be unclassified. However, efforts in Topical Areas 3 and 4.3 may be classified. Offerors for classified efforts may use up to five pages of the 45-page limit for technical proposals for a classified annex, following appropriate classification guides. Organizations who wish to propose in the classified areas should contact Christine Young at DTRA to request the classification guides and obtain instructions on the process for submission of the classified proposals. Since some of the guides are classified SECRET, personnel and facility clearances must be provided in the request. Offerors shall state in their proposals if any restrictive markings or property rights are applicable to their proposal. The period of performance for the average award may be anywhere from one (1) to three (3) years. Proposals with costs of between $100,000 and $500,000 and a period of performance of three (3) years are strongly encouraged. Exceptions are recognized for deployment of field equipment to collect experimental data. It is anticipated that option periods in accordance with FAR Part 17.2 will be utilized in contracts resulting from this PRDA with performance periods longer than 12 months. Awards under this PRDA are subject to the availability of funds. The Government will consider awarding either firm-fixed-price level of effort or cost-reimbursement-type contracts. No limits or other characteristics have been developed, especially with regard to: level of funding by year, level of effort, number of awards, awards by business type, or number of proposals submitted by a given firm (though "shots in the dark" are NOT encouraged). Responses are requested from all responsible organizations including industry, academic institutions, research institutions, and other non-profit organizations. Firms that respond to this announcement should indicate whether they are or are not small business, socially and economically disadvantaged business, woman-owned business, or HBCU/MI. Offerors may propose any combination of teaming or subcontracting arrangements. Proposals requiring performance by an FFRDC cannot be considered under this PRDA IAW FAR 35.017-1(c)(4). There will be no formal RFP or other solicitation request in regarding to this requirement. This announcement is an expression of interest only and does not commit the US government to pay for any response preparation costs. DTRA reserves the right to select for award all, part or none of the responses received. Offerors are cautioned that only Contracting Officers are legally authorized to commit the Government. Generally, successful offerors will have submitted detailed technical and cost proposals that can serve as the basis for award with minimal change. It is anticipated that the awards will be between July 1 and September 30, 2001, as should be priced accordingly.. Responses must be received no later than 3:00 pm (local time), February 5, 2001.
