Description
The US Department of Education/Office for Civil Rights intends to negotiate on a sole source basis, for the purpose of gaining access to on-line legal research and case retrieval services, with Lexis-Nexis through an Interagency Agreement with the Library of Congress. This acquisition will be accomplished by using a Library of Congress' (LOC) FEDLINK Basic Ordering Agreement. Specifically, ED has selected this firm from the LOC/FEDLINK list for the use of on-line legal research service and case retrieval services. ED is requesting other interested firms provide their price and subject listing under these topic areas for on-line, full text, fully interactive computer assisted legal research service, consisting of judicial opinions, statues, regulations, and other related information including: US Code Annotated; Code of Federal Regulations' Federal Register; Office of Hearings & Appeals -- Administrative Law Judge (ALJ) and Civil Rights Reviewing Authority decisions; National Disability Law Reporter (NDLR); and Individuals with Disabilities in Education Law Reporter (IDLR). ED will review responses based on multiple factors; such as, the comprehensiveness of the data base, ease of access to the data, customer service by the provider, price, and other considerations. All offers must define the proposed content of the data base being offered; such as, the legal/non-legal information listed above, business publications, and newswires/newspapers through their agreements with Dow Jones Interactive and Dialog. Also note the accessibility by full text of all of the major/key city newswire/newspapers being proposed; and each offer must include access to the Wall Street Journal. The price listing must be clear, it must state if there is a flat monthly rate and if there are additional separate price(s) for other certain services. In addition, all offers must provide on-site training, accessible service, and complete customer service/help desk services to ED users. Finally, ED would like to separately consider the creation of an Education and/or Civil Rights Library on-line sometime during the 2001 fiscal year -- this must be detailed and priced separately. ED proposes to negotiate a sole source under FAR 6.302. The issue date is December 20, 2000 and the closing date is January 2, 2001. A determination by the Government not to open this requirement to competition is based upon review of responses to this notice. This is a notice of intent to consider sole source.
