Description
The Defense Threat Reduction Agency (DTRA) seeks potential sources for new Information Technology (IT) capabilities to satisfy the full range of DTRA IT and information processing needs to support the DTRA Arms Control mission. This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. The Arms Control Information and Notification (ACIN) Program will support the identification and assessment of emerging technology and techniques potentially applicable in the Arms Control arena, the incorporation of those technologies and techniques that are deemed to be cost and mission effective into the operational information processing environment, and the evolving operation of a sound IT program that provides maximum flexibility and utility to satisfy existing and future compliance monitoring and reporting requirements for DTRA. As a result of this solicitation, DTRA will select a Prime Integration Contractor who shall assist in the modernization of all aspects of the lifecycle IT applied to the DTRA Arms Control mission. Prospective suppliers' will respond to the following requirements: The ACIN Prime Integration Contractor will perform task orders (TOs) in six task areas, as follows. Task Area A: Requirements and Systems Engineering Definition and implementation of lifecycle engineering and management processes, including configuration management, requirements management. TOs performed in this Task Area will define and document, for DTRA approval, systems engineering process standards to be employed to accomplish the following: identification and analysis of requirements, development of technical alternatives, formulation of technical specifications, recommendations of development approaches, and allocation of specifications (and capability) to release packages within the context of the overall systems engineering approach. Task Area B: IT Design And Development Translation of technical specifications and systems engineering results into detailed systems designs and usable, testable software, hardware, DBMS, and telecommunications systems. TOs performed in this Task Area will define and document systems architectures, develop high level and detailed systems designs, support design reviews, conduct development, and prepare documentation (including development documentation, end-user documentation, systems administration documentation, and training documentation). Task Area C: IT Test And Evaluation Testing and evaluation of software, hardware, DBMS, and telecommunications systems. TOs performed in this Task Area will define and implement development testing, develop test plans and test cases, and support acceptance testing of completed systems. Task Area D: IT Implementation/Deployment Deployment of hardware, software, DBMS, and telecommunications systems. TOs performed in this Task Area will deliver and install completed systems, deliver final versions of software, user, and systems documentation, and support training activities. Task Area E: IT Operations And Maintenance Operations and Maintenance of hardware, software, DBMS, and telecommunications systems. TOs performed in this Task Area will provide operations support, customer support to end-users, and maintenance and support for ACIN program infrastructure and applications. Task Area F: IT Assessments and Technical Support Development and delivery of studies and assessments in support of the ACIN Program. TOs performed in this Task Area will deliver studies and assessments, information briefings, and support to negotiation teams. The Prime Integration Contractor shall ensure that the IEEE/EIA 12207 standard for defining, planning, managing, developing, verifying and validating, and documenting software products are applied for all TOs performed under Task Areas B, C, D, and E. The Prime Integration Contractor shall employ structured engineering management processes; to this end, DTRA seeks sources evaluated at SEI CMM Level 3 or higher (for Task Areas B and C) and at SEI CMM Level 2 or higher (for Task Areas D and E). An ISO 9000 certification (ISO 9002 for installation and test, ISO 9003 for O&M) will be considered as meeting this requirement. This Sources Sought synopsis is not a request for proposals: it is a market research tool being utilized to determine the availability prior to issuing a Request for Proposal (RFP). Any information submitted by respondents to this sources sought, are strictly voluntary. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Prospective suppliers will supply a capability summary not to exceed ten (10) pages in length describing their relevant corporate experience, and their approach to meeting the requirements for CMM evaluation and/or ISO 9000 certification. DTRA encourages submissions for small business, small disadvantaged business, woman owned business, and 8(a) sources for elements of the proposed statement of work. Please include a point of contact.
