- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This is a small business set-aside. The applicable NAICS code is 1153. Small Business size standard is $5 million. Produce and deliver approx. 1,545M tree seedlings in styroblock containers for the 2002, 2003 and 2004 planting seasons. (450M in 2002; 497M in 2003; 598M in 2004)from government-furnished seeds. Delivery by about April 24 of each year to various locations of Northern MN. Species are to include but are not limited to: White Pine, Yellow Birch, Paper Birch, and Tamarack. FAR Provision 52.212-1 and any addendums applies to this acquisition. FAR Provision 52.212-2 and any addendums applies to this acquisition. Evaluation criteria are as follows and are listed in descending order of importance: 1) Past Performance. Provide previous 5 years performance similar in nature to that solicited. Emphasize past performance in producing containerized seedlings meeting government (County, State or Federal) specifications for outplanting in the Lake States; 2) Experience and Qualifications. Provide background information about your organization. Describe similar projects you have had with government agencies or commercial businesses. Discuss other information about your organization which you feel qualifies you for this type of work. What qualifications will the supervisory personnel have?; 3) Production Capabilities. Describe the type of container and soil medium you propose to use which will produce the required seedling. Include dimensions and weights. Why do you recommend it? Discuss in detail the environmental modifications and fertilizer regimes you propose to use to produce weedlings which meet or exceed contract specifications. Include photoperiod maniuplation, irrigation, soil and air temperature, etc. 4) Quality Control. a) Describe in detail the characteristics of acceptable seedlings. Address both physical and physiological characteristics; b) Describe in detail procedures you will use to assure seedlings have gone through a deep dormance period and over-wintered free of winter burn or other environmental damage; c) Describe in detail your plans to deliver seedlings to delivery points free of mechanical as well as environmental damage; d) Discuss any procedures not mentioned above which you plan to use to assure production of quality containerized seedlings. Offerors are advised to include a completed copy of the provision at 52.212-3 with it's offer. FAR Provision 52.212-4 and any addendums applies to this acquisition. Any additional contract requirement(s) or terms and conditions determined by the contracting officer that are necessary for this acquisition are consistent with customary commercial practices.
