- MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The following Request for Information (RFI) is issued for purposes of conducting market research and encouraging commercial marine and / or logistics support companies to provide information concerning current industry practices. Marine Corps Systems Command (MARCORSYSCOM) Ground Weapons Directorate is in the process of formulating the acquisition and life cycle support strategies for the Small Unit Riverine Craft (SURC) and other small craft programs. The purpose of this RFI is to allow interested companies whose core business is either small craft maintenance/repair and / or supply support to provide insight into commercial business practices and common operating procedures and to allow them the opportunity to submit comments, ideas and /or suggestions. All information received will be considered as strategies are developed. Background information, Marine Corps small craft are small (<40 feet) with inboard diesel engine(s) or outboard motor(s), and fiberglass, aluminum or inflatable hulls. Craft are equipped with a variety of military systems and will be operational and maintainable in all types of climates and terrain where Marines deploy, specifically, riverine environments in arid, tropical, temperate, and arctic climates. This request is focused on riverine craft only based and deployed from Camp Lejeune, NC. The Marine Corps possesses 85 craft of two main configurations. This low number of craft has historically has caused both maintenance, and supply support challenges. The vision for riverine craft maintenance and supply support would be the optimal combination of existing Marine Corps programs / systems augmented by an appropriate level of contractor logistics support in both areas. It is not necessary for a company to be able to provide both maintenance and supply support. Specific information on the following topics is requested: Maintenance: 1. What range of maintenance support services is currently provided in preventive and corrective maintenance on marine diesel engines and craft? 2. Capability to provide on-site (Camp Lejeune, NC) maintenance personnel to perform preventive and corrective maintenance for a period of performance of possibly 1-3 years. 3. Capability to perform diesel engine rebuilds. 4. What are the warranty provisions for rebuilt engines? 5. Capability to repair major craft components e.g. waterjets, electrical systems, navigation systems, communication systems, ballistic protection, and hull structure. 6. Capability to provide in progress visibility of components being rebuilt/repaired. 7. Provide a list of customers currently using maintenance services in both the military and civilian environment. Supply support: It is envisioned supply support is to be accomplished by a combination of normal USMC/DoD supply system and contractor logistics support (CLS). USMC/DoD supply system is anticipated for common / high-density consumables, spares and repair parts. Companies capable of providing supply support must be able to interface with the Marine Corps supply system, Asset Tracking Logistics and Supply System (ATLASS II+) via Defense Automated Addressing System (DAAS) using a Routing Identifier Code (RIC). CLS may be used to procure, receive, warehouse, issue, and provide in transit visibility for those spares and repair parts classified as low-density or long lead-time. Please describe 1. Capabilities to provide supply support to procure, receive, warehouse, issue, and provide in transit visibility of required spares and repair parts. 2. Capability to monitor warehouse inventories and usage data in order to anticipate unit needs and order parts ahead of need. 3. Capability to provide on site personnel as required. 4. Explain company's distribution practices, delivery times, and services. 5. Provide list of customers currently using supply support services in both the military and civilian environment. For both maintenance and supply support please address the ability to provide support to deployed units outside the continental United States. Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule. Firms should also include literature, brochures, price lists, and capabilities summaries directly addressing their ability to meet the aforementioned needs.
