Description

The Naval Sea Systems Command anticipates awarding a sole source facilities use contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), Laurel, MD for the use and accountability of Government-furnished property (GFP). This GFP is provided to the Johns Hopkins University Applied Physics Laboratory for use in the execution of basic and applied research and development contracts. The Navy requires that the essential capabilities established at JHU/APL be maintained, as authorized by 10 U.S.C. 2304(c)(3)(B). These capabilities are not currently available elsewhere in their entirety and could not be duplicated without substantial investment over a period of years. These capabilities consist of diverse technical and programmatic staff skills, management skills, extensive experience with Navy programs, extensive corporate memory, JHU/APL's access to the University's pool of experts, broad industry interactions, and many supporting facilities. The loss of the essential capabilities currently maintained at JHU/APL, including its corporate memory, could seriously jeopardize the source of some of the Navy's most critical technologies. It is the breadth of JHU/APL's capabilities that is of particular importance to the Navy. This contract will set forth the provisions for the use and accountability of facilities furnished and/or acquired under Government prime contracts with JHU/APL.
