Description
The following constitues a market survey of industry to determine interest/capabilities of POTENTIAL large and small business sources. NIMA St. Louis, is analyzing potential sources to determine the feasibility of a Food Services contract at the National Imagery and Mapping Agency (NIMA), 3838 Vogel Road, Arnold, MO 63010. The applicable NAICS code is 722310 Food Service Contractors and the applicable size standard for this proposed acquisition is $15M. Facts and particulars: 1) Sales are limited to only NIMA employees. There are approximately 300 daytime employees. This is an estimate only and NIMA makes no guarantee that this number of employees will remain constant during the performance of any contract. There are abundant local restaurants nearby the NIMA Arnold Facility. 2) The Contractor will not be allowed to operate any vending machines because this is restricted to the MO Department of Rehabilitative Services. 3) Breakfast period is 6:00 to 10:00 AM, 10:00 to 11:00 AM snack items, lunch period is 11:00 AM to 1:00 PM. These services are required Mondays through Friday, except for Federal legal holidays. Minimum services required for the Arnold Facility is grill service, deli sandwiches, pre-packaged salads or a salad bar with a minimum of 10 items. 4) Food service workers are required to have current Hepatitis Immunizations and Temporary Food Handler Certificates. 5) A. Contractor must comply with the minimum pay/benefits requirement of the Service Contract Act. Contractor shall provide sufficient staff to meet the requirements stated above. One of the on-site personnel shall have the authority to bind the Company/Contractor. 6) NIMA provides programmable cash registers, restaurant type equipment and furniture, machinery, tools, utensils, the building and maintenance of the building. Contractor is responsible for maintaining equipment at peak performance levels. If repair estimate(s) reveal that the costs of such repairs will exceed 50% of the replacement value and/or such repairs are over $400.00, it shall be the responsibility of the NAFI for payment. The Contractor shall be responsible for all repairs due to Contractor employee misuse of equipemnt. 7) Contractor site is inspected semi-annually at a minimum and is subject to periodic inspections from Scott AFB, local Department of Health, and NIMA Safety Office. Contractor shall be in compliance with Air Force Instruction (AFI) 48-116 which can be found at the following web site: http://afpubs.hq.af.mil/mastercatalog/mastersearch.asp?page=4&B1=Go&org=Non&subject=48&type=sub_l (Adobe Acrobat). 8) The Government shall provide gas, electric, water, sewage and refuse disposal to satisfy the normal needs of the Contractor. 9) Monthly the Contractor shall indicate and return to the Governemtn/(NAFI) a percentage of gross sales (excluding any Federal, State, or Local taxes collected from patrons) as a Concession Fee. This fee is in consideration for the exclusive right to operate the described food service. This concession fee must be a minimum of two (2) percent of gross sales (excluding taxes). 10) Contractor may request a price increase annually provided that it does not exceed the Bureau of Labor Statistics Consumer Price Index -- All Urban Consumers, Not Seasonally Adjusted, Area: St. Louis, MO-IL, Item: Food Away From Home which can be found at the following web site: http://146.142.4.24/servlet/Survey/OutputServlet?jrunsessionid=97726081076 11) Food items may be prepared at a remote location and transported to the NIMA Arnold location. Protection must take place to assure that food is protected from contamination and temperature fluctuations in accordance with AFI 48-116. 12) The contractor at his/her option may provide catering services at the request of NIMA personnel for NIMA sanctioned events only. Contractors must state whether they quality as a large or small business based on the size standard above. 15) This synopsis is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract.
