Description
The U.S. Environmental Protection Agency (EPA), Office of Pollution Prevention and Toxics (OPPT), Economics, Exposure and Technology Division, is conducting a Sources Sought for information purposes only, to determine whether a small business capability exists to support this requirement. At this time, it is the intent of the Government to issue a full and open competitive solicitation at the close of this synopsis if no capable candidates are identified. THIS IS NOT A REQUEST FOR PROPOSALS. Under North American Industry Classification System Code 541990, the EPA is in search of Small Businesses to provide support in the implementation of several models into the Geographical Exposure Modeling System (GEMS), a modeling system on the Digital UNIX platform, and accessible via the Internet. GEMS is an example of a computer-based modeling system used for exposure assessment. Each model applies to one or more environmental medium and is linked to data bases containing the environmental data required as input by the model. The specific objectives, at a minimum, are: (1) to provide technical support and services for exposure model identification and evaluation, (2) identify, evaluate, and implement existing environmental data and population data bases required to use the selected models, (3) develop and maintain the various operating systems (UNIX, LINUX, PC, WinNT) and Web-enabled architecture, (4) conduct modeling for exposure assessments of new and existing chemicals, (5) prepare and submit a Quality Assurance Management Plan using the standards of ANSI/ASQC E4-1994 and EPA Requirements for Quality Management Plans (QA/R-2) (EPA 1998) as part of the application, and (6) attend approximately 12 to 18 meetings per year during the period of performance. The assessments are to be conducted in accordance with EPA and relevant Office of Management and Budget guidelines. Responses to this Sources Sought Notice are to be mailed to the U.S. EPA, Program Contract Service Center, 1200 Pennsylvania Ave., NW, Attn: Ms. Sharon Hargrove (3803R), Washington, DC 20460. Firms shall ensure responses are documented to the extent the government can determine the firms qualifications to perform this requirement. Interested firms may obtain a copy of a draft Statement of Work at http://www.epa.gov/oamhpod. This Sources Sought Notice does not constitute a commitment by the Government. The Government does not intend to award a contract based on this Source Sought announcement or otherwise pay for any information or inquiry. The response date for all submissions is 05 January 2001, 3:00p.m. Eastern Standard Time.
