Description
DESC: The Defense Energy Support Center (DESC), in conjunction with C.E. Kelly Support Facility plans to offer the privatization of the Electric, Natural Gas, Water, and Wastewater utility systems located at the C.E. Kelly Support Facility Main Post, Neville Island, Site 62 and Site 63. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firms(s) will be selected to assume ownership of the above mentioned utility systems. The successful firm(s) will be required to purchase the existing systems from the Government and may be required to provide expansions to the systems to meet future needs of the Governmen. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: C.E. Kelly Support Facility Main Post The Main Post is located approximately 12 miles Southwest of Pittsburgh, PA. The Main Post consists of approximately 118 acres. There are a total of 51 buildings, enclosing a combined 246,876 square feet. Electrical Distribution System C.E. Kelly Support Facility Main Post purchases all its electrical power from Allegheny Power for the Main Post. Power enters the Main Post substation at 13,400 volts. There are six substation transformers, ranging from 150 to 1500 kVA. The distribution system consists of approximately 55,908 linear feet (LF) of overhead distribution lines and 23,255 LF of Exterior Lighting. Gas Distribution System The distribution piping is a combination of steel and polyethylene, and the system operates at one pressure throughout the Main Post (30 pounds per square inch gauge psig). Mains range from 1-1/2 to 6 inches in diameter, and service lines range from 1 to 1-1/4 inches. The distribution system consists of approximately 150 lineal feet (LF) of 6" steel, 1,370 LF of 4" polyethylene (PE), 1,525 LF 3" PE, and 1,350 LF of 2" PE. There is an unknown quantity of smaller diameter distribution and service piping. Equitable Gas Company supplies gas to the Main Post of C.E. Kelly Support Facility Main Post. The Main Post currently has a peak gas demand of 7,396 thousand cubic feet (MCF) per month and an annual consumption of 40,306 thousand cubic feet (MCF) per year. Water Distribution System The water distribution system at C.E. Kelly Support Facility obtains potable water from the Pennsylvania American Water Company. The potable water distribution system consists of approximately 9,800 linear feet of water lines made of copper, or PVC. The pipes range in size from 1-1/2 inches to 10 inches in diameter. There is one 125,000-Gallon capacity steel aboveground storage tank, and a pump house with a capacity of 54,000 gallons per day. Additionally, there is a 210,000-Gallon capacity steel tank with overflow. The 210,000-Gallon tank is isolated from the water distribution system. Wastewater Collection System The wastewater collection system at the C.E. Kelly Support Facility Main Post consists of approximately 7,580 linear feet of gravity flow sewer lines, not including service connections to buildings. Wastewater collection pipes range in size from 6 inches to 8 inches in diameter. Piping materials used in construction of the gravity sewer lines consist of mostly cast iron and PVC. There are approximately 46 sanitary manholes associated with the sanitary sewer collection system. The Collier Township Municipal Authority provides wastewater treatment for the C.E. Kelly Support Facility Main Post at the rate of approximately 0.6 million gallons per day (MGD) maximum and 1.5 million gallons (MG) per year. The Collier Township holds a Certificate of Public Convenience and Necessity and as required by this contract, the Contractor shall demonstrate the ability to meet and shall establish the requirements to provide wastewater service to the C.E. Kelly Support Facility Main Post. C.E. Kelly Support Facility Neville Island Neville Island is located approximately 6 miles West of Pittsburgh, PA, and 20 miles from the Main Post. Neville Island consists of approximately 15 acres. There are a total of 15 buildings, enclosing a combined 53,560 square feet. Electrical Distribution System C.E. Kelly Support Facility purchases all its electrical power from Allegheny Power for the Neville Site. There are two (2) service points for the Neville Island facility. There are approximately 900 liner ft. (LF) overhead distribution lines and 900 LF of exterior lighting. There are approximately 29 poles, 3-25kVA single-phase pole mounted transformers and 1 37.5 kVA pad mounted transformer. The annual power consumption, as indicated by the two meters, is 29KW/331.4 MWH and 63.2KW and 92.3MWH. Gas Distribution System Gas distribution system for Neville Island is approximately 660 linear feet of steel gas piping, and an unknown quantity of smaller diameter pipe. Columbia Gas of Pennsylvania supplies gas to Neville Island. Neville Island has a peak gas demand of 4,540 thousand cubic feet (MCF) per month, and an annual demand of 22,417 thousand cubic feet (MCF) per year. Water Distribution System The water distribution system at Neville Island obtains potable water from the Neville Island Township Water Authority. The potable water distribution system consists of approximately 490 lineal feet of small service lines and larger distribution lines with diameters up to 6 inches. The piping system appears to be made of cast iron exclusively. The Neville Island Township Water Authority owns the meter that serves the system. The meter vault is of a standard design by Pennsylvania American Water Company. The estimated daily maximum demand is 1,000 gallons per day and the estimated annual consumption is 102,000 gallons of water. Wastewater Collection System The wastewater collection system at Neville Island consists of approximately 590 linear feet of gravity flow sewer lines not including service connections to buildings. Wastewater collection pipes consist of cast iron pipes, 6 inches in diameter. The Collier Township Municipal Authority provides wastewater treatment for the C.E. Kelly Support Facility at Neville Island at the rate of approximately 500 gallons per day maximum and .064 million gallons (MG) per year. A sewer Certificate of Public Convenience and Necessity is held by the Collier Township and as required by this contract, the Contractor shall demonstrate the ability to meet and shall establish the requirements to provide wastewater service to the C.E. Kelly Support Facility at Neville Island. C.E. Kelly Support Facility Site 62 Site 62 is approximately 12 miles Southwest of Pittsburgh, PA, and 3 miles from the Main Post. Site 62 consists of approximately 13 acres. There are a total of 7 buildings, enclosing a combined 15,517 square feet. Electrical Distribution System C.E. Kelly Support Facility purchases all its electrical power from Allegheny Power for Site 62. There are 2,660LF of distribution and 2660 LF of exterior lighting. There are 3-pole mounted 25 kVA transformers and 1-pad mounted 112.5 kVA transformer. There are approximately 29 wood poles. Annual consumption at Site 62 is approximately 49KW/119.7MWH. Water Distribution System The water distribution system at Site 62 obtains potable water from the Pennsylvania American Water Company. The system consists of approximately 2,000 linear feet of water distribution lines, not including service connections to buildings. The pipes are made of copper, steel and cast iron and range in size from of an inch, to six inches in diameter. The estimated daily maximum demand is 1,500 gallons per day and the estimated annual consumption is 0.4 million gallons of water. Wastewater Collection System The wastewater collection system at Site 62 consists of approximately 1,500 linear feet of gravity flow sewer lines not including service connections to buildings. Wastewater collection pipes consist of vitreous clay pipe and PVC pipe, ranging in size from four to six inches in diameter. The Collier Township Municipal Authority provides wastewater treatment for the C.E. Kelly Support Site 62 at the rate of approximately 1,000 gallons per day maximum and 0.27 million gallons (MG) per year. Site 62 is located within the corporate limits of Collier Township, and is included within a sewer Certificate of Public Convenience and Necessity held by the Collier Township. As required by this contract, the Contractor shall demonstrate the ability to meet and shall establish the requirements to provide wastewater service to the C.E. Kelly Support Facility Site 62. C.E.Kelly Support Facility Site 63 Site 63 is approximately 14 miles Southwest of Pittsburgh, PA, and 5 miles from the Site 63. Site 63 consists of approximately 22 acres. There are a total of 14 buildings, enclosing a combined 24, 308 square feet. Electrical Distribution System Electrical power is purchased from Allegheny Power. Overhead electric lines are approximately 4,800 LF, and exterior lighting has approximately 2,995 LF of overhead lines. There are 9-pole mounted transformers, ranging from 25 to 50 kVA. There are 22 wood poles. Electric power annual consumption is approximately 63 38KW/150.9MWH. Water Distribution System Potable water is purchased from the Pennsylvania American Water Company. The potable water distribution system consists of approximately 3,500 linear feet of water lines made of copper, or PVC. The pipes range in size from 1-1/2 inches to six inches in diameter. A meter vault owned by the Pennsylvania American Water Company serves the system. The meter vault is of a standard design by Pennsylvania American. The estimated daily maximum demand is 1,500 gallons per day and the estimated annual consumption is 0.4 million gallons of water. Wastewater Collection System The existing wastewater collection system at the C.E. Kelly Site 63 as shown on the master engineering drawings consists of approximately 1,055 linear feet of gravity flow sewer lines not including service connections to buildings. Piping materials used in construction of the gravity sewer lines consist of mostly vitreous clay and PVC. The pipes range in size from four to six inches. Site 63 is located within the corporate limits of the South Fayette Township, and is included within a sewer Certificate of Public Convenience and Necessity held by the South Fayette Township. As required by this contract, the Contractor shall demonstrate the ability to meet and shall establish the requirements to provide wastewater service to Site 63. This requirement is unrestricted.
