Description
The Government is offering a long term lease (50 years), with an option to purchase at lease expiration, of a 49 (plus or minus) acre parcel fronting on North Capitol Street at Irving Street for development by the lessee. The parcel is part of the campus of the United States Soldiers' & Airmen's Home (USSAH), 3700 North Capitol Street NW, Washington, DC 20317-0001. The site is bordered on the east by Harewood Road and on the west by North Capitol Street. There is a private road that bisects the northerly end of the site known as Scale Gate Road. This road connects North Capitol Street and Harewood Road. The parcel is unimproved with the exception of two existing cottages that front Harewood Road. One is listed as neutral and the other is listed as pivotal in the Qualitative Analysis of the Architectural and Landscape Significance of the USSAH prepared by Geier Brown Renfrow, Architects. USSAH envisions a mixed use development with a significant residential component and commercial uses that compliment a residential community and the existing major institutions that encompass the neighborhood. Minimum lease price that USSAH will consider is two million eight hundred ten thousand dollars ($2,810,000), by appraisal, for the base lease price. Base lease amounts and escalators, in the tenth, twentieth, thirtieth, and fortieth years will be determined by an appraisal process set out in the lease agreement. In addition, an option to purchase proposal that matures in the fifty-first (51st) year is required. Proposals to lease the site must include in the rent proposal , at a minimum, the annual base rent, provisions for increasing the base rent 1% per annum in the second through the ninth year plus additional second tier income to USSAH as a result of other triggering events. Triggering events shall include, but are not necessarily limited to, any District of Columbia approved increase in Floor Area Ratio (FAR) at any time during the initial approval process, the original term and all extension in FAR above the 1.09 base rate established in the approved appraisal; leases and sublets; vacation of leases and subleases; changes in management contracts of franchise/flagship operations; asset sales/exchanges/transfers; refinancing; receivership, bankruptcy and reorganizations; and other opportunities in which USSAH may participate in income from the project. Income to benefit USSAH from percentages of gross receipts will be included in the proposal in addition to all other potential income sources. Annual rents will be paid on a pro rata basis and shall commence upon the selected lessee taking possession of the site and will be net to USSAH. A mandatory pre-proposal conference with a bus tour of the facility, subject site and area institutions will be conducted 25 January 2001 at 10:00 A.M. EST. Offerors must register no later than 18 Jan 01 with the designated points of contact by facsimile. Provide the following information when registering: business name, address, phone and fax numbers, e-mail address and names and titles of those who will be in attendance. A one hundred thousand dollar ($100,000) deposit in the form of an electronic funds transfer is required with all proposal submissions. All questions pertaining to the RFP must be submitted in writing no later than 22 January 2001. USSAH's responses will be provided in writing.
