Description
The United States Customs Service (USCS) intends to negotiate a sole source procurement of U.S. Customs Service P-3 Airborne Early Warning (AEW) aircraft mission system upgrade kits from Lockheed Martin Aeronautics Company of Marietta, GA, via an existing contract. These kits will be provided as Government Furnished Equipment (GFE) for the competitively awarded modification contract to upgrade four earlier versions of the P-3 AEW aircraft to the latest configuration plus spares. The mission system upgrade kits include the necessary hardware and software that comprise the integrated mission system. The integrated mission system includes: workstations, mission computer and tracker chassis, various pieces of peripheral equipment, wiring interfaces and all associated mission system software. These upgrade kits will interface with and integrate data from the AN/APS-145 radar system, TRAC-A rotodome antenna system, TPX-54 IFF interrogator, Litton 92 Inertial Navigation Systems as well as other avionics equipment, all government furnished, in the P-3 AEW aircraft. The mission display software uses the Defense Information Infrastructure Common Operating Environment (DIICOE), and all software applications must interface with it. Interested offerors must demonstrate that they possess the technical expertise and experience to complete a mission system upgrade kit of this complexity, and that they have had experience in implementing the DIICOE in their systems. In addition, offerors must guarantee complete hardware and software commonality and provide the same configuration as the most recent U.S. Customs Service configuration, which is the AEW #7 mission system. Completed AEW mission system upgrade kits will be warranted by the manufacturer as identical in form, fit and function as those currently installed in the AEW #7 aircraft. The offeror must show that they can meet the U.S. Customs Service AEW upgrade modification schedule. Neither build-to drawings nor software coding documentation is available from the U.S. Customs Service for this effort.
