Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N00164-01-R-0020, is a Request for Proposal (RFP). The solicitation and specification, will also be available on the Internet at www.crane.navy.mil. This synopsis/solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-20 and DCN 20001213. The Crane Division, Naval Surface Warfare Center, intends to enter into a firm fixed price supply type contract with Signal Technology Corporation, 37 Sutton Road, Webster, MA 01570. The requirement is for switch matrix units in support of the in support of the EP-3E signal intelligence/reconnaissance aircraft. The switch matrix units are in support of the EP-3E Sensor System Improvement Program (SSIP) upgrade to the EP-3E ARIES II aircraft. These matrix switch units will be procured on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. It is anticipated that the period of performance will be 3 years after contract award if all options are exercised. The Standard Industrial Classification Code for this procurement is 5985 and 5930. This acquisition is for a quantity of 2 of Part Number AT-0020 with an option quantity of 3 units and a quantity of 3 of Part Number AT-0021 with an option quantity of 3. The option ordering period shall be within 3 years of contract award. For option pricing, step ladder quantities for price breaks are requested. Delivery is FOB NSWC Crane within 120 days after contract award. Delivery of Options, if exercised, is FOB NSWC Crane within 120 days after exercising of option. Part Number AT-0020, 48 X 32 Narrowband Video Switch Matrix, specifications: the switch routes 24 audio inputs and 24 video inputs to 32 output channels. The 48 inputs can be connected to any, all or none of the 32 outputs but an output may be connected to only one input at a time. Audio inputs operate from DC-25 KHz and are rated at 600 +/- 60 Ohms. Gain is 6 +/- 1 dB. Video inputs range from DC-20 MHz and are rated at 50 Ohms. Gain is 0 +/- 1 dB. Isolation: Input to Input: 60 dB min. Input to Output: 60 dB min. Output to Input: 60 dB min. Output to Output: 60 dB min. Noise Power Ratio (for 50 Ohm channels): 48 dB min. VSWR (for 50 Ohm channels): 1.3:1 Switching Speed: < 250 microseconds Operating Temperature: 0 to 50 degrees C Non-Operating Temperature: -30 to 75 degrees C Control is accomplished via the front panel or remotely with the RS-232 interface. Power requirements: 90-130 VAC, 47-440 Hz, single phase The switch is 19 inches wide, 5.25 inches high, 23 inches deep and weighs 50 pounds. Part Number AT-0021 12 X 16 VHF/UHF Extended Range Switch Matrix specifications: the 12 inputs can be connected to any, all or none of the 16 outputs. An output channel can be connected to only one input at a time. Gain is 0 +/- 2 dB. Frequency range is 20-1600 MHz. Isolation: Between input channels: 50 dB min. Between input and output: 40 dB min. Between output and input: 40 dB min. Between output channels connected to different input channels: 40 dB min. Between output channels connected to the same input channel: 18 dB min. Noise Figure is 12 dB max from 20-50 MHz and 10 dB max from 50-1600 MHz. VSWR: Input 1.75:1 max. Output 2.0:1 max. Impedance: 50 Ohms Switching Speed: 250 microseconds Operating Temperature: 0 to 50 degrees C Non-Operating Temperature: -30 to 75 degrees C Control is accomplished via the front panel or remotely with the IEEE-488 interface. Power requirements: 103-127 VAC, 47-440 Hz, single phase. The switch is 19 inches wide, 7 inches high, 23 inches deep and weighs 50 pounds. Offerors responding to this announcement must provide the information contained in 52.212-1, Instruction to Offerors -- Commercial Items and must include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The offeror must also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number) and Tax Identification Number. The contractor will also be registered with the Central Contractor Registration DataBase (CCR) IAW DFAR 252.204-7004. NOTE: The provision at FAR 52.212-1 has been tailored for this procurement. FAR, DFARS, and local clauses that are added as part of the tailoring of FAR 52.212-1 will not necessarily follow the format of FAR 12.303. Paragraph (h) is deleted. Written proposals and the above required information must be received at this office on or before 12 Jan 01 at 2:00 PM Eastern Standard Time. Facsimile quotes are acceptable. This procurement is not set-aside for small business. All responsible offerors may submit an offer which shall be considered. If a change occurs in this requirement, only those offerors who respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
