- Description
- DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on / or after 06-01-98. Lack of registration in the CCR database will make an offeror / quoter ineligible for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DAHA19-01-T-0004 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This solicitation is set-aside 100% for small business. The standard industrial code is 5049, the North American Industry Classification System (NAICS) code is 334515, and the small business size standard is 500 employees. The 104th Fighter Wing requires a Spectrum Analyzer capable of measuring signals from -135 dBm to +30 dBm over a frequency range of 100 Hz to 22 GHz and provides preselection from 2 to 22 GHz, a 321.4 MHz IF signal to the rear of the unit for external use. This requirement is for a fixed priced contract for the above items. Quotes will be accepted on a "Brand Name or Equal" basis. The following brand name products are known to be acceptable: 1) Hewlett-Packard, P/N: 8566A. Delivery is desired no later than 4 weeks after receipt of order. The following FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items, and FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Quotations shall be proposed based on F.O.B. Destination to Westfield, Massachusetts. Quotations are due no later than January 9, 2001 by 5:00 p.m., EDT. Quotations may be mailed to: 104FW/LGC, 175 Falcon Dr, Westfield MA. Offerors shall submit their quotation in accordance with this solicitation and FAR provision 52.212-1, including a completed copy of the provision at 52.212-3 with the quotation. The FAR provisions and clauses may be accessed electronically at the following website address: http://farsite.hill.af.mil/VFFARA.HTM. FAR provision 52.214-21, Descriptive Literature. Evaluation Factors: Quotations will be evaluated based on a combination of price, past performance, and product specifications that meet the agency s requirements. The 104th Fighter Wing intends to make a single award to the responsible offeror whose quotation conforms to all requirements of the solicitation and is considered to be the best value to the Government. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes of Executive Orders -- Commercial Items. In addition, the following FAR clauses at 52.212-5 (b) are applicable: FAR clause 52.222-26, Equal Opportunity (E.O. 11246), FAR clause 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), and FAR 51.232.34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration, FAR clause 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793) and FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote.
