Description

Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source Firm-Fixed price contract under the auspices of FAR Part 12 to Computer Associates International, Inc for licenses, maintenance and support for the following products: Datacom Unipak-OS390, Datacom/Unix-HPUX, Visual Express (400 users)-Windows, Jasmineii/EDBC, OPALii Solution -80 Professional Units. This software and support provide for the processing and support of the Agency's Data Base Management Systems (DBMS). The current DBMS was written in the Computer Associates (CA) CA-Datacom/UNIX software. These DBMS include the following: Centralized Accounting and Financial Resource Management System (CAFRMS), Program Decision Package Management System (PDPMS), Manpower Online Management System (MOMS), and Mailing Address System for Headquarters (MASH). The period of performance of the support shall be for a one year base period and four one year options. Vendors qualified to provide the subject services under terms and conditions more advantageous to the Government should submit technical evidence of their capability to the above address no later than 12 Jan 01. Evidence submitted should clearly demonstrate the vendors' ability to provide the requisite services and the price for doing so. Such qualifications and /or capabilities will be used solely for the purpose of determining whether or not to conduct this requirement on a full and open competitive basis. No solicitation document exists and requests for such will not be considered. No telephone responses will be honored. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued, but no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent and demonstrate their technical capability to provide the required services. If no responses are received, an award will be made to Computer Associates International, Inc.
