Description

The National Institute of Standards and Technology(NIST) intends to negotiate on a sole source basis with Dr. Lu Deng, Gaithersburg, Maryland, for technical assistance services. Services shall include the following: 1) Installation of the large reflectometer on Beamline 7 at SURF III; 2) Establish vacuum of 3/10-8or better in large reflectometer; 3) Install necessary equipment to new reflectometer in order to reduce the partial pressure of any mass over 44 amu; 4) Design and install two sample loading systems for the reflectometer; one vacuum load-lock for loading small samples and one hoist-based system capable of loading samples up to 50 kg; 5) Install and test low light level detector for measuring reflected light from samples in reflectometer. Deliverables shall be monthly progress reports. The period of performance shall be from date of award through May 31, 2001. This is a sole source with Dr. Deng because he is the only source with the required combined expertise in the following: 1) the design of optical systems using normal incidence mirrors; 2) the design and operation of very high vacuum systems (operating in range 10 -8 -10 -9); the design of algorithms for control of complex experimental instrumentation; and 4) the detection of low level light intensity. This acquisition is to be accomplished under the authority of FAR 13.106(2)(b), only one reasonable source available. This notice is not a request for proposals. However, interested parties may identify their capability to satisfy the Government's requirements no later than the response date above. Capability statements shall include documentation of expertise in all areas described above. A determination not to compete this proposed order based upon responses to this notice is solely within the discretion of the Contracting Officer. A solicitation document is not available. Award shall be made using simplified acquisition procedures approximately December 29, 2000. See numbered Note 26.
