Description
NOTE: PARTIAL SMALL BUSINESS SET ASIDE. The Environmental Protection Agency has a request for Support for Risk Assessment Activities. The requirement is to provide technical and scientific assessments and data gathering support, regarding potentially hazardous air pollutants. For activities under this procurement, the contractor will review all available information, assess its adequacy, resolve inconsistencies, and fill data gaps. The contractor will apply practices and methodologies currently accepted within EPA and/or scientific community and, where needed, make improvements to such methodologies to meet specific project needs. EPA anticipates the award of two (2) cost-plus-fixed-fee level of effort type contracts each having a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of each of the proposed contracts is sixty months. The first contract, which will be awarded on the basis of full and open competition, will consist of 4,800 base quantity labor hours and 11,200 optional quantity labor hours for each of the five (5) periods, for a total contract maximum of 80,000 labor hours. The second contract, which will be awarded as a 100% small business set-aside, will consist of 2,400 base quantity labor hours and 5,600 optional quantity labor hours for each of the five (5) periods, for a total contract maximum of 40,000 hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated NAICS code is 541620 with a size standard of 500 employees. The RFP will be issued approximately 1/16/01, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be posted along with the solicitation. All responsible sources may submit a proposal which shall be considered by the Agency.
