- Description
- The US Army Medical research Acquisition Activity (USAMRAA) intends to award a contract on a sole-source basis to Tech Med, Inc, Annapolis, MD pursuant to FAR 6.302-1. This action is being pursued on a sole-source basis because the Government believes that Tech Med, Inc is the only contractor with the expertise to complete these TATRC/CAD IRT sponsored program of Medical Modeling and Simulation for Training. USAMRAA intends to award this requirement under Simpliifed Acquisition Procedures. The Period of Performance is for 12 months from date of award. The contractor shall provide ongoing support of the Statement of Work and Deliverables. Provide consultative support to the refinement of ongoing comprehensive strategic planning for the application of the TATRC/CAD IRT-sponsored program of Medical Modeling and Simulation for training. Participate in setting strategies to support Army needs for 2005-2020. Deliverable: Monthly meetings to brief TATRC and brainstorm about new opportunities and ongoing activities supplemented by written recommendations as requested. Informal communication using e-mail is encouraged, to be copied to all four parties. Provide Network and Tech watch support to TATRC MM&S initiatives. Deliverable: Debrief at monthly meetings supplemented by written AAR as requested. Coordinate efforts to develop and implement uniform performance metrics in the simulation environment for training and assessing the cognitive, perceptual and motor skills of combat medics and physicians. Empanel a "Simulator Working Group" to provide expertise for training efficacy studies of manikin trainers and other simulators. This will include participation of Jeanette Rausch and colleagues at the Center for Total Access, John Holcomb or designee and colleagues from AMEDD, Rice and Baylor at the Joint Trauma Training Simulation Center (Ben Taub Hospital) and Jeff Cooper of the Center for Medical Simulation (Boston) and others, e.g., AMEDD Center and School, Fort Bragg, Fort Polk, etc. Disseminate consensus metrics and methodologies to the scientific field and end-users. Deliverable: Periodic reports on training efficacy methodology and benchmarking for test and evaluation of new devices, procedures and technologies. Identify technologies that match user requirements for medical readiness training. Deliverable: Periodic reports of feasibility analysis of current technologies for remote assessment of performance, and identification of over-the-horizon technologies that can enable skills assessment using distributed simulation and training. Identify hybrid approaches to technology selection that will integrate simulation technologies with real world procedures to meet the demands of medical skills to be trained. Deliverable: Periodic analysis of current procedures in trauma training and suitability to training using different types of simulation and and/or real world procedures.. Encourage and refine realistic scenarios for incorporation into medical simulators for training, ranging from CD-ROM and manikin trainers to proposed total immersion, and for virtual reality-based simulators. Deliverable: Review trauma scenarios in concert with ongoing efforts at development of a combat trauma database and emerging technologies. Participate in TATRC-sponsored meetings and projects that support Medical Modeling and Simulation; such as product line reviews, integrated product team (IPT) and integrated research team meetings. Deliverable: Serve on the following TATRC committees: Upcoming IPT on Total Immersion Virtual Reality (TIVR); IPT for Combat Trauma Patient Simulator (CTPS); Product Line Review -- Medical Modeling and Simulation; IRT for Medical Modeling and Simulation. When specifically representing TATRC at medical symposia, conventions and meetings, present the TATRC perspective regarding medical modeling and simulation and other initiatives. Deliverable: Represent TATRC interests at the following meetings (minimum): Medicine Meets Virtual Reality; Washington, D.C Computer-Assisted Surgery Society; Digital Human meetings and workshops; SPIE; Assist other TATRC staffers in tasks relevant to MM&S, e.g, Satava Metrics conference.
