- Description
- The Government has a requirement for Professional Architect/Engineer Design Services, with IH Services, to provide Professional Engineer Design for Project 646-01-111H, "Upgrade and Modernize Inpatient Psychiatric Unit in Building #1, 4th Floor East", at the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. Work includes but not limited to accoustical and metal pan ceiling replacement, new toilet/shower rooms and upgrades to existing to meet UFAS and VA requirements. Renovate Nurse's Station and upgrade finishes throughout inpatient units, seclusion rooms, ante rooms and replace nurse call system per VA requirements. Provide complete and separate construction documents for the Fire Alarm work/modifications, revisions or new work to the fire alarm system or devices. A/E is responsible for providing Certified Industrial Hygiene Services to perform asbestos survey investigations,design development, preparation of contract drawings, specifications, construction cost estimate and construction period services. All design shall be done in accordance with VA Guidelines and master specifications and comply with all applicable Veterans Affairs federal, state and local codes, regulations and requirements, including but not limited to: Uniform Federal Accessibility Standards (UFAS), JCAHO, NFPA, BOCA, VA Handbook 7610 Space Criteria, VA Program Guide PG-18-13 "Barrier Free Design Guide" and VA Program Guide PA-18-14 "Room Finishes,, Door and Hardware Schedule". A/E shall have knowledge of modern Pyschiatric Inpatient Unit Design and prior successful experience designing projects of this size, nature and cost. Responsible for performing a complete site survey to evaluate the existing conditions and meet with Facility Project Development Team for functional program needs. A/E shall have knowledge to offer different design options, provide coordination, review and consulation services through completion of project construction. The A/E shall provide complete design and various Engineering Design Disciplines including but not limited to Architectural, HVAC, Plumbing, Electrical or Special Systems as required by project program. The A/E shall prepare schematics design development, construction documents and contract specifications, with design reviews at 50%, 95%, and 100%) and construction documents. After the approval of the 100% submission, 25 sets of construction documents, (specifications and drawings) are required along with 2 sets of specifications and 1 set of producable mylar drawings. Fire alarm work requires 5 sets of drawings and 2 sets of as-built drawings on Autocad. A/E will also perform construction period services. Drawings shall include required notes, details, legends, locations of equipment etc and are to be using AutoCad Release 14. Procurement is set aside for Small Business; the NAICS Code is 541330 and the small business size is $4.0 million. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The construction estimate is between $500,000 and $1,000,000. Award will be to the firm judged by the VA to be the best qualified for the work. See Numbered Note 24 with additional factors; evaluation of nature and cost; reputation and standing of firm and principal officials with respect to profesional performance, general management and cooperativeness; record of significant claims against client because of improper or incomplete architectural and engineering services and specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team with area of consideration limited to a 60 mile radius from the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. This is not a request for proposal. All interested, responsible and qualified firms within the geographic limitation desiring consideration should submit 3 copoes of SF 254and SF 255 to the attention of Cassandra E.
