- Description
- The Oklahoma Department of Central Services, Construction and Properties Division (DCS CAP), in association with the Oklahoma Department of Environmental Quality (DEQ), intends to contract engineering services to perform the Remedial Investigation and Feasibility Study (RI/FS) for the Non-Residential Operable Unit of the Tar Creek Superfund site. Interested firms must be prequalified through the DCSCAP in order to receive a solicitation for the Request for Qualification (RFQ). It is anticipated that the RFQ will be mailed on March 5, 2001. The site encompasses 40 square miles of the Tri-State Mining District in Ottawa County, Oklahoma, including individually and tribally owned land under the jurisdiction of the Bureau of Indian Affairs (BIA). The site is the location of former lead and zinc mining and smelting and contains Bevill-exempted wastes such as chat piles, millponds, and residual chat. The engineering services will require geological and hydrogeological, chemical, and ecological expertise especially as they relate to the migration of hazardous constituents. The contractor chosen will be provide the following services for the Remedial Investigation field work: (1) Surface and subsurface sampling of chat piles, millponds, residual chat, and transition zones (2) drilling test holes and borings in and around chat piles and millponds to measure the nature, extent and volume of waste (3) surveying and field verification, (4) surface water sampling, (5) air sampling, (6) biota sampling, (7) treatability studies if needed, (8) other services to be specified in the scope of work. The contractor will provide the necessary expertise to compile information from the RI fieldwork into an RI report. The contractor will also use data from the RI fieldwork to produce a Feasibility Study (FS) report and a Human Health and Ecological Risk Assessment. The project shall be completed within 24 months of the start date. Only firms prequalified by the Oklahoma Department of Central, Construction and Properties Division (DCSCAP) will receive a solicitation for this project. Prequalification by the DSC CAP will be based on the information provided in DCS CAP form 254.
