Description

The Department of Commerce, National Oceanic and Atmospheric Administration, Eastern Administrative Support Center intends to acquire for the National Marine Fisheries Service, communications/call center/answering service with computer database processing and audio recording capabilities. The service will primarily be used to receive, process, record and relay daily information reporting relating to the activities of approximately 2,000 federally regulated fishing vessels. These vessels operate in the Northwest Atlantic Ocean and set sail from coastal states from Maine to North Carolina. The contractor shall process an estimated 200 to 300 calls per day. Each call is estimated to be one to three minutes long. Calls will be received 24 hours per day, seven days per week 365 days per year. Peak call volume may often be expected to occur between the hours of 3:00 a.m. and 9:00 a.m. and 2:00 p.m. and 8:00 p.m., but may be initiated at any hour of the day. The contractor shall be able to adjust support to accommodate changes in peak calling times; provide all personnel, computer hardware and software, and voice recording equipment required to support work requirements; and support the use of predetermined phone numbers with a 978 area code and 800 number. The contractor's operating site shall be located within a 60-mile radius of Boston, Massachusetts. A basic one-year period, plus four one-year priced option periods is contemplated. This acquisition is set-aside 100% for Small Business concerns. All responsible Small Businesses responding to the solicitation shall be considered.
