- Description
- The Broadcasting Board of Governors (BBG)/International Broadcasting Bureau (IBB) intends to negotiate a non-competitive Indefinite Delivery, Indefinite Quantity (IDIQ) contract with NEWskies Satellites, Inc. (formally INTELSAT), located in Washington, DC. This contract will be used to maintain existing services that were placed prior to the establishment of the NEWskies organization, as well as provide additional space segment resources to facilitate the Agency's completion of planned activities on these satellites. The establishment of this IDIQ contract provides a vehicle for the BBG/IBB to maintain existing NEWskies resources that were leased under an agreement with INTELSAT. This will allow the BBG/IBB to continue its system consolidation plans that were developed and initiated prior to the establishment of NEWskies Satellites Inc., as an independent satellite space provider, from INTELSAT. The basis for using "Other Than Full and Open Competition" for this procurement is 41 USC 253(c)(1) and FAR Subpart 6.302-1 (Only One Responsible Source and No Other Supplies or Services will satisfy Agency requirements). The establishment of this IDIQ contract with NEWskies Satellites does not preclude the IBB from using other satellite service providers. CONTRACT REQUIREMENTS: The initial requirement for this IDIQ contract is procurement of satellite space segment on the NEWskies Satellites Inc. 319.5 Degree East Satellite for a simplex 6.635 Mb/s information rate compressed digital video/audio carrier on a West Up/West Down transponder. This service will compliment other existing IBB services on the 319.5 Degree satellite. Service orders will be placed against this contract for other NEWskies services as schedules dictate on the 319.5 Degree East, 57 Degree East and 183 Degree East satellites. Contract Term: Base year, February 1, 2001 through January 31, 2002 plus six (6) one-year options to extend the term of the contract.
