Description

In support of the Federal Highway Administration (FHWA), the Volpe National Transportation Systems Center has a requirement for programming services to upgrade the FHWA highway noise prediction model, designated Traffic Noise Model (TNM), from version 1.1 to version 2.0. These services include input/output enhancements and coding error corrections; improvement of the menu-driven, mouse-compatible, graphical interface for all aspects of TNM; and application of modular computer architecture for easy maintenance and updating. The Government intends to acquire these services on a non-competitive basis from Foliage Software Systems, Inc., the previous developer and supplier of the TNM. This contract is being issued under the statutory authority 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. See numbered Notes 22 and 26.
