- Market Research The U.S. Army Medical Research Acquisition Activity (USAMRAA) is conducting market research to obtain private industry's customary commercial practices for the acquisition of Base Operating Support Services (BOS) of Fort Detrick, Frederick, Maryland. USAMRAA is seeking qualified businesses to participate in an Office of Management and Budget (OMB) Circular A-76 Cost Comparison study. The study will consist of looking at all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform selected service functions, identified below, for the Garrison at Fort Detrick. This is the initial market research phase of the study. The A-76 study will involve a performance based, outcome oriented, source selection competition among offerors, with USAMRAA selecting the lowest priced, technically acceptable offer. USAMRAA will then compare the selected offer with the Government's in-house offer and select the lower price of the two. THIS STUDY WILL NOT RESULT IN A CONTRACT AWARD IF GOVERNMENT PERFORMANCE IS CONSIDERED MORE ADVANTAGEOUS. If the results are to contract out, USAMRAA will award only one major contract. A firm fixed price, with cost elements type of contract is contemplated for the BOS component. The functional groupings to support the infrastructure at the Garrison at Fort Detrick are defined as follows: (Please note that these areas may not be all encompassing) 1) Military Personnel Manning, 2) Military Personnel Services, 3) Continuing Education Services, 4) Visual Information, 5) Ammunition Supply, 6) Retail Supply, 7) Asset Management, 8) Transportation Services, 9) Facilities Maintenance, 10) Grounds Maintenance, 11) Surfaced Area Maintenance (incl. Snow Removal), 12) Steam, Heating and Cooling Services, 13) Water Services, 14) Waste Water Services, 15) Exterior Electrical Services, 16) Steam Sterilization Services, 17) Family Housing Management, 18) Unaccompanied Enlisted Personnel Housing (UEPH) Management, 19) Facilities Engineering Services Management and Minor Construction, 20) Real Property (Demolition), 21) Pest Control Services, 22) Refuse Collection and Disposal Services, 23) Installation Management, 24) Auto Craft Shop Services, 25) Wood Craft Shop Services 26) Mail Services. PLEASE PROVIDE THE FOLLOWING INFORMATION: 1. Please describe the contracting method customarily used in the commercial sector to obtain Base Operating Support Services (Facilities Management) (i.e. negotiated contract, sealed bids, purchase order, delivery order, etc.). 2. What is the customary and/or preferred contract type? (e.g. Fixed Price Incentive, Cost Plus, Firm-Fixed Price, etc.) 3. If Cost contract, how is fee awarded? To what performance measures is Fee linked? 4. If Fixed Price, are certain Contract Line Item Numbers (CLINs) cost reimbursable? If so, what types of requirements are considered under those CLINs? 5. Please list the customary discount payment terms, if any. 6. Please provide what the customary commercial Performance Work Statement comprises? If available, please provide a copy. 7. What are the customary commercial deliverables for this type of requirement? 8. If you have any suggestion or comments that could aid the Government in defining our requirement for any of these services, please feel free to include them in your response to this market research. NOTE: Please do not expend an inordinate amount of time and effort to respond to this market research. The Government understands businesses have limited personnel and may expend more time gathering and providing information than we intend under the mistaken belief it will help them win award of a Government contract. Please remember this information is for MARKET RESEARCH only and does not commit the Government in any way. This office is seeking information and this Market Research does not in any way commit the Government to purchase goods or services.
