- Broad Agency Announcement (BAA) for the Defense Acquisition University (DAU) External Research Program (EARP). This program is open to U.S. universities (including U.S. government schools of higher education) or other research institutions outside the Department of Defense. Principal investigators must be U.S. citizens, nationals, and permanent residents holding tenure-track or permanent faculty positions. (The term "national" of the United States includes a native resident of a possession of the United States, such as American Samoa; it does not refer to a citizen of another country who has applied for U.S. citizenship.) Faculty at a research institution that does not designate appointments as "tenure track" are eligible if that is so indicated on the proposal cover page. Technical POC: Dr. Ira Lewis, 831-656-2464, FAX 831-656-3407, e-mail: ialewis@nps.navy.mil. The DAU EARP is managed by the Naval Postgraduate School (NPS) as Executive Agent. The program's primary objective is to attract outstanding researchers and scholars to investigate topics of interest to the acquisition community. Please note topic ideas are listed for guidance only. For the FY01 program, proposals are due 31 January 2001. During fiscal year 2001, DAU expects to make several research awards of up to $50,000 each for a basic research period of twelve months (Phase I) with a well defined deliverable consisting of a "stand alone" final report. At the option of the Government, the research period may be extended for an additional period of twelve months Phase II). The deliverable for Phase II option shall also be a "well defined stand alone final report" that builds upon the initial Phase I research. The Government is not obligated to exercise the option for Phase II research. Awards will be based on the evaluation criteria listed below. In addition, DAU may commission several journal articles to be adapted from researchers' exsting work for $1,000 each. NOTE: Submission of researchers' article(s) for possible commission is not required, and will not be considered in the evaluation criteria for the research award; however, submission will result in separate evaluation based on publications potential in a leading journal of acquisition (or related) research. Article(s)offered in conjunction with a research proposal shall be submitted under separate cover to the Technical Point of Contact, and cross- referenced to the research proposal package. Authors are encouraged to submit articles directly to the Technical Point of Contact if not otherwise responding to this BAA. Commissioned journal article(s), if accepted, may be included as Option deliverable contract line item(s) on the contract award document. To promote journal publication, technical reports will not be distributed outside the U.S. Government without the express written permission of the author. 1. REQUIREMENTS: An individual wishing to apply for a EARP award must submit a research proposal that covers an initial contract period of twelve months (Phase I) and an additional reserach period of twelve momths (Phase II), considered an option by the Government, which builds upon the intial research. Individuals wishing to apply must also submit a supporting letter through the appropriate university officials. (DAU makes awards to institutions, not to individuals.) The research proposal shall follow the format described under the "Proposal Preparation" section of this announcement. The completed proposal and supporting letter must be sent directly to the Contracting Office and the Technical Point of Contact. The supporting letter must be from the applicant's Department Chairperson, Dean, or other official who speaks for the university regarding support for and commitment to acquisition research. Strong university support for acquisition research is essential. This support can be of several forms [.g., an established (or plans to establish an) acquisition research group, an acquisition-oriented charter]. It must be clear that the university is making a long-term commitment to pursuing acquisition research and that the university views the field as important. The supporting letter should state whether or not the applicant holds a tenure track position or a permanent position; if the university does not designate any faculty appointments as tenure track, the letter should state whether or not, and if so when, the applicant will be considered for a permanent appointment. The original and one copy of each proposal shall be sent to the Fleet and Industrial Supply Center, Regional Contracts, ATTN; Rose Carolyn Rizza, Code 2513, 937 North Harbor Drive, San Diego, CA 92132-0060. One copy of the proposal shall be sent to: Naval Postgraduate School, ATTN: Dr. Ira Lewis, 555 Dyer Road, Room 231, Code SM/LE, Monterey, CA 93943-5197. Do not send proposals to any other address or it may not be considered for award and receipt may not be acknowledged. Proposals must be submitted before 4:00 PM PST 31 January 2001 to be considered for award. The original proposal must be clearly marked in a manner to distinguish it from the copies. An electronic version of the proposal (in PC readable MS-Ooffice or portable document format) is also requested in conjunction with hard copies and must be submitted via e-mail to the Contracting Officer and Technical Point of Contact. Please note, however, that only receipt of the hard copies of the proposal by the Contracting Officer and Technical Point of Contact will be considered as compliant with the requirements of this BAA. THIS BAA ANNOUNCEMENT IS OPEN AND EFFECTIVE UNTIL RESCINDED OR EXTENDED BY REVISED ANNOUNCEMENT, OTHERWISE IT WILL BE VALID UNTIL THIRTY DAYS FROM THE DATE OF ANNOUNCEMENT PUBLICATION IN THE CBD. NOTE: This BAA is an expression of interest only and does not commit the Government to pay for any proposal preparation costs. Proposal preparation cost in response to this BAA is not considered an allowable direct charge to any resulting government contract or to any other government contract. It is, however, an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205-18. Proposers wishing to receive proposal receipt confirmation should include a self-addressed stamped envelope. 2. DELIVERABLE ITEMS: A final technical report shall be submitted for each research period (i.e., Phase I, Option Phase II). In addition, a draft report (tailored to journal publication format) shall be submitted. SECURITY REQUIREMENTS: This program is anticipated to be unclassified. 4. OTHER SPECIAL REQUIREMENTS: (a) Proposals shall be valid for a period of not less than 180 days. (b) All proposals shall be accompanied by a completed certification package which can be accessed on the Office of Naval Research Home Page at http://www.onr.navy.mil/02/notice.htm. 5. ADDITIONAL INFORMATION. (a) Expected Award Date: Usually within 30-60 days of proposal receipt but subject to change depending on funding availability, etc. (b) Anticipated Type of Contract: Firm Fixed Price. (c) Government- Furnished Property/Contractor Acquired Property are not contemplated for this effort. (d) OFFERORS ARE ADVISED THAT ONLY CONTRACTING OFFICERS ARE LEGALLY AUTHORIZED TO CONTRACTUALLY BIND OR OTHERWISE COMMIT THE GOVERNMENT 6. PROPOSAL PREPARATION INSTRUCTIONS: (a) As appropriate, proposal questions should be directed to the cognizant POC listed above. (b) A technical and cost proposal, preferably submitted in separate volumes, is required. (c) Proposals shall reference this BAA, and shall identify the subject area of the proposal. (d) Cost Proposal: Certified cost and price data is not required, but a cost proposal/price breakdown shall be submitted for each contract period. (e) Proposed periods of performance should not exceed 12 months for each phase of research, with 01 April 2001 start date for the Phase I and 01 April 2002 for Phase II. In the event the Government wishes to exercise the Option to continue research for an additional twelve months, written notification will be provided prior to completion of Phase I research period of the Government's intent to exercise option for Phase II research. (f) The contractor's proposal (or any part thereof) may be incorporated into the resultant contract by reference, and may be disclosed by the Government for any purpose, unless specifically marked with restrictive language. (g) Page Limitations: The technical proposal, including all information/indexes/foldouts/photographs/appendices/attachments, shall be limited to 50 pages (double-spaced). Pages in excess of this limitation will not be considered by the government. Cost proposals have no limitation; however, offerors are requested to keep cost proposals to a goal of 15 pages (single-spaced) maximum. A page is defined as 8 1/2 inches by 11 inches. The font size should not be less than 12 pitch. The technical proposal must include the following: 1.Proposal Cover (download from http://web.nps.navy.mil/~menissen/earp/earppropcover.html) 2.Technical, Biographical, and Supporting Information: a.Concise (approximately 200 words) abstract of the proposed research effort. b. Description of the proposed work in sufficient detail for evaluation, including the scientific background, objective, and technical approach for each proposed task. Appropriate references to the scientific literature should be cited. This section should not exceed 20 pages. c. Biographical information of each applicant, including lists of his/her publications, professional activities (e.g., organizing and/or serving on a program committee of conferences/workshops; chairing technical meetings; technical presentations (indicate if invited); editing journals; serving as reviewer for publications/proposals or as a consultant), patents, honors, awards and other accomplishments. d. Information describing specific acquisition research and experience. Resume/bullet style is acceptable (5 pages maximum). e. Listing and description of involvement in other research projects currently undertaken by the applicant, whether or not acting as a principal investigator. f. Listing of other pending research proposals (title, amount, where pending), including other agencies receiving this proposal. g. Extent of the institution's financial and other support for the proposed research program. h. Indication of how the proposed research would be coordinated with other research efforts and how the proposed research will serve as a catalyst for a long-term program of acquisition research. The cost proposal shall provide sufficient detail for meaningful evaluation, including cost element break-out. Cost proposal format (including cost proposal cover page) and instructions are provided at the Fleet Industrial Supply Center San Diego (FISC-SD) Website http://www.sd.fisc.navy.mil. The offeror is strongly encouraged to use the recommended cost proposal format, and shall provide the completed cost proposal cover page with the proposal package. Incumbeant contracts are required to provide all the information described above but may use previous submissions with updated information (i.e. FY00 accomplishments to date, expected FY00 project results, and proposed FY01 work). 7. BASIS FOR AWARD: Proposals for efforts which comply with BAA use as defined in FAR 35.016 and comply with other requirements identified in this announcement will be competitively evaluated in accordance with NAVSUP Clause GREATEST VALUE EVALUATION. Offers will be evaluated on technical merit, past performance (including past research) and cost or price. The technical evaluation criteria are listed below: 1. Knowledge and familiarity with DoD 2. Compatibility of research questions with acquisition topics of interest. 3. Proposal quality (e.g., thoroughness, clarity, parsimony). 4. Feasibility of research design. 5. Potential impact of research results 6. Publication potential (leading journal)of research 7. Research category (e.g., exploratory, applied) The past performance criteria are as follows: 1. Research experience of principal investigator/team. 2. Research publications addressing acquisition topics. 3. Research track record of institution. 4. Institutional support for and long-term commitment to acquisition research The following cost evaluation shall be considered to the extent appropriate: Proposed cost realism and reasonableness and availability of funds. Technical considerations are equal to past performance and more important than cost. No additional non-cost evaluation criteria (e.g., technical criteria) will be used in source selection. The technical, past performance and cost information will be evaluated at the same time. Specifically, any proposals received will be evaluated and classified into one of the following three categories: (a) Category I -- Technically sound proposals pertinent to program goals and objectives (including funding availability), and offered by a responsible contractor with the staff and supporting sources needed to ensure satisfactory program results. Proposals in Category I are recommended for acceptance and normally will be displaced only by other Category I proposals. All Category I proposals may not be funded. (b) Category II -- Technically sound proposals pertinent to program goals that may require further development and can be recommended for acceptance, but are at a lower priority than Category I. Proposals in this category are not always funded. (c) Category III -- Proposals that are not technically sound or do not meet agency needs. This includes proposals for research in an area for which there are not sufficient funds to support the proposed effort and/or proposals for research which is similar to work currently underway or previously completed. Proposals in Category III are recommended for rejection for the particular announcement under consideration. All proposals received from this announcement date through 31 Jan 01 will be evaluated as a group. Once each proposal is evaluated and categorized, it may be necessary to hold the award/no award decision for Category I and/or Category II proposals until funding becomes available. The Navy reserves the right to select for award any, all, part, or none of the proposals received. 8. MISCELLANEOUS: This CBD notice itself constitutes the BAA as contemplated in FAR 6.102(d)(2).
