- Description
- Award of a two year indefinite quantity contract is anticipated for individual tract appraisals for a minimum of 150 and a maximum of 800 parcels of land located within the area known as the "Eight-and-one-half square miles", (8.5 SMA). There are basically four types of appraisals; vacant unimproved land, land improved with agricultural improvements, land with residential improvements, and land with residential and agricultural improvements. The appraisal reports prepared under this contract will be self-contained appraisal reports and conform to the Uniform Standards for Federal Land Acquisitions (Yellow Book), and the Uniform Standards for Professional Appraisal Practice (USPAP) unless there is a conflict between the two. If there is a conflict, the Uniform Standards for Federal Land Acquisitions (Yellow Book) will prevail. The appraisal reports will be utilized for negotiated purchases and/or filing the condemnation assemblies with the Department of Justice for the properties which cannot be purchased through direct negotiations. Expert witness court testimony (and appraisal updates for trial) may be accomplished under this contract. Offerors must be state certified general appraisers licensed in the state of FL. Offerors must also be approved by the U.S. Department of Justice, Environmental and Natural Resources Division, Land Acquisition Section. Project Location: The area commonly known as the 8.5 SMA is located in the western portion of Miami-Dade County Florida along the eastern edge of the Everglades National Park Expansion Area. Miami-Dade County is the most urbanized county in the State. The City of Miami and its environs are located in Miami-Dade County. The 8.5 SMA is actually about 10 square miles in size. Project Description: There are approximately 6413 acres and 1,984 parcels within the total 8.5 SMA area. Miami-Dade County has declared the area an Area of Environmental Concern and changed zoning density from 1 house per 5 acres, in certain parts of the area, to 1 house per 40 acres in other parts of the area. The zoning change in 1981 was designed to limit development on the undeveloped tracts. The tracts to be appraised are located within Management Area 1 and/or Management Area 3B. Alternative 6D, where the subject appraisals will be performed, contains approximately 2000 acres with an estimated 700 ownerships. Approximately 600 tracts will be acquired in fee and approximately 103 tracts will require a flowage easement for an estimated total of 700 tracts. Within the fee acquisition area, approximately 375 tracts are vacant and 150 are improved with agricultural improvements, 75 are improved with residential improvements and approximately 100 are improved with residences. The completed reports must be submitted not later than forty-five (45) days after delivery order issuance. The contractor will be required to deliver between 50-70 reports per month. The RFP will be issued on or about January 12, 2001 and close on or about January 29, 2001. Solicitation will be issued in electronic format only. Interested offerors must register electronically.
