Industry comment sought for the unrestricted Ft. Myer Military Community (FMMC) Performance Requirements Document (PRD) for its base operation functions as conducted by the Military District of Washington Acquisition Center (MDWAC). The intent of this request by the Army is to refine a PRD for future inclusion into a full and open competitive RFP under an OMB Circular A-76 cost comparison study. MDWAC requests that industry carefully review the PRD and offer comments no later than 12 January 2001. Comments and responses resulting from industry review will be published prior to the issuance of any competitive commercial RFP. The FMMC area encompasses Ft. Myer located in Arlington, VA; Ft. McNair located in Washington, D.C.; and two communication tower sites at Tysons Corner, VA and Suitland, MD. The functions identified at FMMC as commercial activities under OMB's A-76 Circular include: Public Works; Logistics; Plans, Training, Mobilization & Security; Office of the Commander; Headquarters Command; Resource Management; and Personnel & Community Activities. Government personnel are currently performing these services. MDWAC intends to issue two solicitations, one to be set-aside for small business concerns for Central Issue Facility and Clothing Equipment & Repair functions and the second will be an unrestricted study open to all business sizes that will cover the remaining commercial activity functions. This announcement is requesting an inquiry for the unrestricted PRD only; the SBSA PRD comment request will be announced separately. It is anticipated that a full and open competitive Fixed Price Award Fee RFP will be issued containing the North American Industry Classification System (NAICS) 561210 for Base Maintenance with a size standard of $20 Million. All questions and comments received by potential offerors will be considered by the government in preparation for the final RFP. Any changes made will be at the sole discretion of the contracting officer. PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED. Any information submitted is voluntary. The government will not pay for any information that is submitted in response to this request for industry comment. The unrestricted PRD may only be viewed at http://mdwsps2.belvoir.army.mil/a76.htm.
