- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation DAHA17-01-R-0002 is issued as a request for proposal and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-20. This solicitation is a small business set aside. The NAICS Code for this solicitation is 611692 with a size standard of $5.0M. This combined synopsis/solicitation is to establish a firm fixed price Contract for the training of twelve (12) personnel. The contractor shall provide the personnel, supervision, management, materials and equipment, and instructional technology needed to conduct training of twelve (12) Maine Army National Guard personnel as follows: Contractor to provide instruction for twelve (12) students to obtain a State of Maine Class A commercial driver license. The course must meet all state and federal requirements. The instruction must be comprised of the minimum state requirements for classroom time, behind the wheel time and road time. Timeframe for training must be 14-28 April 2000 (15 consecutive days of instruction). The instruction must be conducted during the day and no longer then 12 hours per day. The instruction must be held in Penobscot or Aroostook County, Maine. There will be a total of 12 personnel to be trained. All students must be simultaneously trained and qualified. Contractor must state whether they will furnish classroom facilities or would like to use government owned/furnished facilities. Contractor must provide all trucks for training. The contractor must provide a State and Federally approved driving range. Contractor must provide a textbook for each student. Contractor must include cost of testing and issuance of license in with the tuition costs. The provision at 52.212-2 is applicable; the evaluation factors are 1) price and 2) technical capability of the service to meet the Governments needs. You are hereby advised to include a completed copy of the provision at 52.212-13, Offeror Representations and Certifications -- Commercial Items, with your offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
