Description

This synopsis provides notification of a new requirement of the United States Marshals Service (USMS) to lease, on a long term basis (10 years), a quantity of six large jet passenger/transport aircraft with a minimum passenger capacity of 132. New or used aircraft are acceptable. It is estimated that each aircraft will be flown approximately 30 hours per week. Aircraft will be leased without crews since the USMS will fly their missions with properly certified USMS pilots/crews. The aircraft will generally depart and return to USMS sites with flights being both inside and outside of the Continental United States. A multi-year contracting approach will be utilized and offerors will be required to propose a full quantity of six aircraft. For the purpose of standardizing the USMS Fleet, all aircraft will need to be of the same model with the same primary avionics, instrument displays, and engines. A performance specification with minimum and desired requirements will be provided as part of the solicitation. Solicitation MS-01-R-0004 will be issued in Draft form on or about 15 January 2001, with a period of fifteen days allotted for comments and questions. A pre-solicitation conference will be held on or about 30 January 2001 in Oklahoma City, OK, for all interested parties. Details of the pre-solicitation conference will be included in the Draft Request For Proposals (RFP). This notice shall be considered to have fulfilled the synopsis requirements set forth in FAR 5.201.
