Description

The project site is located near the St. Marys Recycling Center at Trout Run in St. Marys, Elk County, Pennsylvania. The maximum work site is about 1200 feet by 1200 feet in area. The work consists of 1) performing exploratory drilling (both air rotary and core drilling) to determine the extent of a mine fire; 2) installing permanent gas/temperature monitoring wells at select locations; 3) performance of a site survey, including the creation of an overlay of the mine map for the project site ; 4) temperature/gas monitoring during onsite activity and 5) cleanup, revegetation and restoration of the area upon completion of the work. All potential bidders should be advised that this site is within 2000 feet of an unpermitted hazardous waste dump. The contaminants, which include industrial solvents , placed at the waste dump, have entered the mine interval and could be intercepted by the exploratory drilling. The location of the exploratory program is not within any known hazardous waste dump site. The following action and precaution, at a minimum, shall be taken so that work may be performed safely and to prevent contamination of presently unaffected areas: The potential bidder shall secure the services of an individual or firm (or show evidence of qualified personnel already on staff) that is experienced in the oversight of drilling operations in environmentally impacted areas to provide guidance to the contractor and ensure compliance with the Health and Safety plan. At a minimum, Level D protection shall be in place for the project activity. Level D protection typically includes: Disposable Coveralls (tyvek), Gloves inner (latex), Gloves outer (nitrile), Boots steel toe/shank (PVC), Boot covers (as needed), Hard Hat, Hearing protection, Safety Glasses, Splash suit and face shield for decontamination operations (as needed). Estimated price range of this project is between $100,000 -- $150,000. The solicitation for this project will be available on or about January 10,2001 with an anticipated bid due date of February 9, 2001. A firm-fixed price contract will be awarded. All responsible sources may submit a bid which will be considered by this office. Request for the solicitation must be in writing and sent to OSM, 3 Parkway Center, Pgh., PA 15220 and must identify the solicitation number IFB01-12029.
