- Description
- The United States Government is interested in obtaining a site suitable for the development/ construction of a Records Facility for the National Archives and Records Administration . The site must be of sufficient size to accommodate the following requirements: *A required 100 foot setback from an established physical barrier on all sides of the building,which must be within the right-of-way limits of the site; a minimum building floor plate of 205,000 BOMA usable square feet; code required handicapped and public parking; two separate means of direct vehicular access to a through street(s); pedestrian access into the building from street/sidewalk; three freight docking areas totaling 3,000 square feet, with sufficient truck-turning radius; and sufficient land to accommodate future expansion of two bays totaling 50,000 BOMA usable square feet. Building height to be determined by accommodating top shelf height of 31'3", with a sprinkler system at 18" above the 31'3", and additional clear height for ventilation duct work. The site must be located within a conforming industrial/commercial development setting that would provide a modern design with quality appearance in a campus like atmosphere. The site must be located within the following defined area: *Within a radius of 30 air miles of the existing NARA Regional Records facility located at 1557 St. Joseph Ave., East Point, GA; *Within 1,000 feet of a public transportation stop, or firm commitment from the public transportation authority that such service will be added prior to NARA occupancy; *Within three (3) miles of an Interstate access/exit; *Within two (2) miles of adequate lunch-time food services; *Within the service area of a U. S. Post Office that can handle the anticipated large volume of standard FRC-box sized parcels. The Government is most interested in partnering with an Economic Development Authority for a reduced land cost, tax incentive package or site donation, or price proposals from developers that would include no cost option to purchase property at an economic advantage or donation of a site, in order to maximize overall cost to the Government. Expressions of interest must include the following information: 1. Location map; address; aerial photo and Site Plan with size stated and showing that above requirements fit on site; legal description; prominent features; identify existing structures. 2. Land cost, including annual amortization rate. Owners may submit their own proposals. Proposals submitted by agents must be accompanied by documentary evidence of the agent's authority to make such offers. This is to advise persons submitting offers, that due to procedural regulations under certain laws, options should remain open through April 20, 2001. The building must be delivered by November 2002, when phased occupancy must begin. The Solicitation for Offers will include an evaluation factor for earlier delivery of the building. This advertisement is not a basis for negotiation, and the right is hereby reserved as the interest of the Government may require, to reject any or all offers and give consideration to sites other than those offered in response to this advertisement.
